Greenberg Traurig Shareholders Ryan Berry, Matthew Cannon, and Rico Vicencio to Present at the 10th Annual International Stability Operations Association Summit

Cannon, and Fiorello “Rico” Vicencio, Jr. of the international law firm Greenberg Traurig, LLP will be presenting at the 10th Annual International Stability Operations Association (ISOA) Summit at the National Press Club in Washington, D.C. Oct. 28-29.
The ISOA Summit is an exclusive two-day event, bringing together over 300 industry experts, practitioners, and policymakers. This year’s summit will focus on how the stability operations industry has changed since 9/11, critical policy issues, future industry trends, and evolving government requirements. Berry will present in the open press session titled, “Human Trafficking Compliance,” Vicencio will be moderating the panel session titled, “Financing for Small Business,” and Cannon will be a panelist speaking about the False Claims Act in the session titled “Risk Management.” Other panels will address issues including ISIS, Afghan transition, and corporate responsibility. Keynote speakers will include Lieutenant General Michael Flynn, former Deputy Secretary of State Bill Burns, General Carter Ham, and Deputy Assistant Secretary of Defense Gary Mostek. Other presenters include Theresa Whelan, Deputy Assistant Secretary of Defense for Special Operations/Low-Intensity Conflict (SOLIC), and Grant Harris, Special Assistant to the President and Senior Director for African Affairs at the National Safety Council (NSC).
Berry currently serves as vice chairman of the ISOA board of directors. At the summit, he will present on recently-enhanced obligations of federal contractors and subcontractors to combat human trafficking. Berry’s litigation and investigations practice at Greenberg Traurig focuses on representing federal contractors and technology companies, with a particular emphasis on companies providing products and services to the Department of Defense and Intelligence Community. Prior to practicing law, Berry was a management consultant and procurement manager on Department of Defense IT programs.
Cannon will speak on a risk management panel for federal contractors conducting overseas operations. He will discuss recent developments in False Claims Act litigation, including the widespread adoption of “implied certification” as a basis for contractor liability. Cannon’s practice at Greenberg Traurig focuses on civil and white collar criminal defense litigation, as well as international anti-corruption compliance. Prior to joining the firm, Cannon served as a federal prosecutor and was the Lead Prosecutor for the LOGCAP Working Group—a group that prosecuted warzone corruption matters and pursued civil False Claims Act cases in relation to the multibillion-dollar LOGCAP III and IV prime contracts awarded to private contractors to provide logistical support to the U.S. Army in relation to the military conflicts in Iraq, Kuwait, and Afghanistan.
Vicencio will moderate a panel discussing the maze of options for small and medium-sized government contractors to finance corporate growth. He practices in the firm’s Corporate and Information Technology practices, representing private and public companies, as well as venture capital and private equity firms in a variety of business and financial transactions such as mergers and acquisitions and securities offerings. Vicencio also serves as outside general counsel to a number of client companies. Prior to private practice, Vicencio was an attorney with the Securities & Exchange Commission.
