Electronic Auction Services, Inc. Successfully Helps Multnomah County Win Grant for Backlog Testing of Sexual Assault Test Kits
Hudson, Ohio (PRWEB) October 20, 2016 -- EASiBuy, LLC (EASi) ran a successful event earlier this year for Multnomah County, Oregon, allowing the county to begin conducting testing of approximately 3000 backlogged Sexual Assault Kits (SAKs).
The county received a DANY grant to perform DNA testing on the backlog of SAKs that it did not have the funds to test. The New York County District Attorney’s Office (DANY) runs a Sexual Assault Kit Backlog Elimination Program to help other states and counties go through large backlogs of SAKs.
“EASi provided the customer service and support that we needed to run this bid,” said Barry Zimmerman, Deputy Purchasing Manager for Multnomah County. “It was a huge success. We were able to save the county $350,000 from the estimated amount and also create a cooperative contract to begin working through the backlog.”
After the county received the grant money, it still needed to go through the public procurement process to establish a vendor to conduct the testing, as well as the pricing for those actual testing services to allow investigators to test all of the backlogged SAKs.
The County asked EASi to collect bid proposals through an Intent to Bid request and subsequent electronic reverse auction (eRA) pricing event. As a baseline figure, the County hoped to pay $575.00 per kit, based on pricing available to other public entities at the time. However, at the conclusion of the eRA, the lowest bidder submitted a proposal to test each kit for $550.00, or a 4.35 percent savings. This figure guaranteed that all backlogged kits could be tested by November 2017.
EASi’s services helped the county select the most competitive, qualified bidder to ensure the backlogged kits could be tested in a reasonable amount of time by an accredited laboratory. There have already been several matches found in some of the highest priority cases, which will lead to keeping dangerous perpetrators off the streets and help the healing process for victims.
