The new Trump administration has a once-in-a-generation opportunity to turn the nation away from economic stagnation, racial and class division, and socialism and toward economic prosperity, harmony, and freedom.

The Heartland Institute today released the first three parts of a multi-part series titled Roadmap for the 21st Century, researched and written by Heartland Institute Senior Fellow Peter Ferrara and National Tax Limitation Committee President Lewis Uhler. The timely series provides the incoming Trump administration, the 115th Congress, and every state legislator free-market reform solutions that Heartland and the National Tax Limitation Committee believes will promote prosperity, harmony, and justice across America.

The first three parts – titled Introduction, Budget & Tax Reform, and Health Care Reform – can be viewed at this Heartland Institute web page. Subsequent parts will be released throughout December.

The Introduction gives readers an overview of the entire series. The Budget & Tax Reform document analyzes the current stagnant state of economic growth due to federal tax policy; examines several reform ideas proposed in Congress, including the plan put forth by House Speaker Paul Ryan and various flat tax proposals; and makes pro-growth recommendations.

The Health Care Reform document explains how and why the Affordable Care Act should be repealed and replaced; how to save Medicaid by giving more control over it to the states; and how free-market reforms, such as health savings accounts, will cover more people, especially the poor, for less.

Heartland Institute President Joseph Bast:

“The new Trump administration has a once-in-a-generation opportunity to turn the nation away from economic stagnation, racial and class division, and socialism and toward economic prosperity, harmony, and freedom. This is a second chance to avoid an abyss – a second chance the nation probably didn’t deserve but can now embrace. The stakes could not be higher.

“The Heartland Institute is proud to partner with the National Tax Limitation Committee, one of the oldest and most respected taxpayer organizations in the country, to produce this seminal report. Together, we will get this plan in front of every national and state elected official in the country and recruit thousands of grassroots leaders to rally behind those officials who support the Roadmap, and against those who try to stand in its way.”

Heartland Institute Senior Fellow Peter Ferrara:

“These reforms together would restore the American Dream, with the traditional, booming, American economic growth that made America the most prosperous, richest, and consequently mightiest nation in world history. The reforms together are the only road to achieving smaller government, reducing federal spending over a generation by more than half from where it would be otherwise. But no one is left behind, because along the way, the middle class is empowered to retire as millionaires, the War on Poverty is won, and essential health care is assured for all. That is what makes it all so politically viable.”

National Tax Limitation Committee President Lewis K. “Lew” Uhler:

“President-elect Trump has a Reaganesque opportunity – 36 years later – to restore fiscal and moral integrity to America and make her great again. This ‘Roadmap’ will show the way.

“It has been our pleasure to work with Joe Bast and his Heartland Institute over the years in pursuit of policy goals to improve America, at which he is a master. Collaborating with Peter Ferrara on this project has been a natural extension of the voluminous research and writing we have done together over the years to restore the Reagan / Friedman vision for America.”
