So, to avoid bloodshed, the government lets the families keep the Taken. Thus, the reason for keeping the Taken was because there were only a hundred or so people with the gene. If Paul, Evan, and Anna rescue all of the Taken, then the government will not be able to continue the cloning program. It would be shut down permanently. The government also thought about this and sent spies to find out who was rescuing the Taken. The spies asked around but couldn’t find out who was rescuing the Taken.”
