In 2013, Cory worked with the Illinois Gaming Board and the Illinois legislature to amend the video gambling act to exempt activities that are not considered to be gambling under the criminal code. As a result, electronic product promotion kiosks are now a lawful option for many businesses in the state. The clarification in the statute has also led to municipalities passing ordinances related to electronic sweepstakes and generating revenue for local governments.
“Illinois has a strong public policy against illegal gambling and has developed a significant regulatory structure to maintain the integrity of gambling activities,” said Cory. “However, the criminal code and video gambling statute specifically allows for electronic sweepstakes when conducted in a specific manner.”
