Under the outlined plan, 30% of traditional Medicare payments will be tied to alternative quality and value reimbursement models such as Accountable Care Organizations (ACOs) and Bundled payments by the end of 2016. The target percentage will increase in 2018 to 50%. Additionally, 85% of all Medicare payments will be tied to quality or value by the end of 2016; the percentage will jump to 90% by the end of 2018. This goal will be facilitated through initiatives such as the Value Based Purchasing Program and the Readmissions Reduction Programs.
