According to information technology experts who examined the healthcare.gov website at the request of The Wall Street Journal, the website appeared to be built on a “sloppy software foundation,” and such a hastily constructed website may not have been able to withstand the online demand when it launched on October 1.

A CNN healthcare report stated that the website had failed testing before roll out. Tests also revealed six security concerns, two of which were classified as high-priority problems.
