Since the Chinese government loosened control over the production of cellular phones in 2003, domestic production rates have soared – from 245.9 million sets to an estimated 1.3 billion sets in 2013. The Mobile Communications Equipment Manufacturing industry was highly concentrated during the 1990s when the market was dominated by the top foreign worldwide market leaders of mobile terminal equipment - Nokia, Motorola, Siemens and Ericsson - with almost 60.0% of the total market. In 2013, the market share of the top four players – Samsung, Apple, Google Corporation, and Foxconn Technology Group – is expected to account for about 36.2% of industry revenue.

The Mobile Communications Equipment Manufacturing industry is entering its mature phase of development, where technology levels, production scale and economies of scale matter most. Small participants will be unable to compete in the evolving market and gradually exit the industry, says IBISWorld. As the demand for 3G networks in China rapidly increases, some domestic cellular base companies (such as Dating and Zhongxing) will enter this market with large amounts of funding from the government and telecom service providers like China Mobile.
