Capital Edge Consulting, Inc., a nationwide consulting firm that specializes in helping federal government contractors solve complex business challenges, announces the addition of former Defense Contract Management Agency (DCMA) Contractor Purchasing System Review (CPSR) Procurement Analyst, Michael Carter, as the firm’s newest Senior Consultant and member of its CPSR Consulting Practice.
Mr. Carter brings extensive experience in the federal acquisition process and practical application of the acquisition regulations, contractor business systems compliance, DCMA processes and procedures, proposal analysis and evaluation, cost modeling and estimating, forward pricing rate agreements (FPRA), and training. Beyond his duties as a DCMA CPSR procurement analyst, he was also responsible for creating critical tools for DCMA, some of which were adopted by the entire CPSR Group for use during purchasing system reviews and another that was adopted by all Administrative Contracting Officers (ACO) to support their annual surveillance of contractor purchasing systems responsibilities.
Prior to joining DCMA’s CPSR Group, Mr. Carter also served as a DCMA Administrative Contracting Officer (ACO) and managed all activities related to Base Life Support on three US Military and US State Department installations in Iraq. He was responsible for approving or denying all work requests and managed all administrative aspects of prime contracts in excess of $3.1 billion. He assisted DCMA cost/price analysts in performing contractor proposal cost and price analysis, reviewing and finalizing forward pricing rate recommendations (FPRR), and performing Cost Accounting Standards compliance oversight on prime contractors.
