Title IV of the Jumpstart Our Business Startups Act, launched in the summer of 2015, created Regulation A+ (also known as the mini-IPO). Then the SEC issued final rules under Title III of the JOBS Act, finally opening up “true” equity crowdfunding for all (including non-accredited) investors. The market of potential investors thus went from less than 10 million to more than 100 million Americans.
