The article states that most of the changes in DUI law affect the arrest. Drivers in Tennessee who were stopped by police used to be able to refuse a sobriety test unless they injured or killed someone. New state law prohibits suspected drunk drivers from refusing to give a blood sample if the driver has killed or injured someone, has a previous DUI conviction, or has a passenger under 16 years old in his or her vehicle.
Furthermore, according to the report, an April U.S. Supreme Court ruling allows law enforcement officials to collect blood samples from suspected drunk drivers if getting a warrant compromises their evidence.
