JAMAICA, N.Y., May 3, 2019 /PRNewswire-PRWeb/ -- For the I.N.S., the need for precision in age determination is essential. Detained immigrants under age 18 are sent to shelters operated by the Office of Refugee Resettlement or released into the custody of relatives. Those who are 18 or older are sent to Immigrations and Customs Enforcement adult detention centers.
Dr. Robert M. Trager holds that eruption of wisdom teeth and the condition of fusion of bones in the wrist usually indicate that a person is over 18. After the first World Trade Center bombing (26 February 1993) Dr. Trager was asked about determining age from teeth x-rays. Dr. Trager's research showed that 3rd molar x-rays were only 83% accurate. Wrist x-rays show epiphysis (rounded end of long bone, cartilage is ossified and becomes fused to the bone after age 17 in females and 18 in males) and this combined with dental x-rays is over 98% accurate for determining age.
An immigrant's age is key to his or her effort to gain entry and then residence in the USA and Dr Trager's examinations have been critical to INS differentiation of minors and adults.
Dr. Trager is the only dentist in the USA doing this exam ethically and scientifically for over 20 years with 1,000 plus determinations by using wrist x-rays in combination with dental x-rays.
Whether an individual is a minor when he or she crosses the border also carries consequences related to his or her ability to obtain asylum and lawfully remain in the United States. Improper age determination may cause a child to unnecessarily lose status as what the Office of Refugee Resettlement calls an unaccompanied alien child and the legal protections that come with that status, such as a non-adversarial asylum interview and release to an eligible sponsor.
Children routinely receive some dental care while in custody of the Office of Refugee Resettlement. Two groups are X-rayed: those with obvious dental issues and those whose age is in question.
When immigration authorities believe that a young person who has crossed the border and claims to be a child might actually be over the age of 18, they call in Dr. Robert M. Trager to take X-rays.
