The new first time home-buyer assistance programs being explained by the mortgage team will include discussion about FHA home loans and VA home loans, as well as any other products that may help someone in becoming a homeowner. There are some new changes over the years that need to be discussed. One being, Section 2113 of the bill prohibits seller-funded DPA (Down Payment Assistance) for loans backed by the Federal Housing Administration. Prior to this bill, the seller was able to contribute to the buyer to cover either a down payment or closing costs on an FHA loan. For California residence there is the (CHDAP) or California Homebuyer's Down payment Assistance Program, it provides a deferred-payment junior loan – up to 3% of the purchase price, or appraised value, whichever is less, to be used for their down payment and/or closing costs. This home loan program may also be combined with a CalHFA or non-CalHFA, first mortgage loan.
