The United States is the world’s leader in incarceration. Statistics from the U.S. Bureau of Justice show that there are 2.2 million people currently in U.S. jails or jails, a 500 percent increase over the past 30 years. Recidivism rates are equally dismal: in April 2014 the Bureau of Justice released results of a study that tracked 404,638 state prisoners from 30 states who were released in 2005. It found that 67.8 percent of them were re-arrested within three years of their release and 76.6 percent were re-arrested within five years.

Author and former prison chaplain Jack Carmichael is an advocate for prison change. He shares the results of a faith-based rehabilitation program adopted by one California prison in his new book, “One Barrel At A Time: Mapping A Route Across The Prison Recidivism Desert” (published by AuthorHouse).

Two days after his 76th birthday in 2005, Carmichael became the Protestant chaplain at the California Correctional Center in Susanville. The warden hired him to create a faith-based rehabilitation program, taught by inmates and supported by unpaid outside volunteers.

“The challenges, or ‘barrels,’ related in this attempt to change the recidivism rate at one institution tell us it won’t be easy,” Carmichael says. “New ideas are hard to come by in prison; ‘the old, and tried and failed’ too often have the upper hand in the operation of state prisons in California.”
