Nuclear waste expert offers safer solution for storing commercial spent nuclear fuel in ‘Nuclear Waste in Your Backyard’

Robert L. Ferguson, a nuclear energy insider who’s spent more than 50 years working in the field, has written “Nuclear Waste in Your Backyard: Who’s to Blame and How to Fix It” (published by Archway Publishing) in which he recommends a solution for breaking the political stalemate on U.S. nuclear waste policy and discusses the consequences if this does not happen.

Ferguson details his participation in the court battle over President Obama’s order to his Energy Secretary to terminate the Yucca Mountain Project (Case No. 10-1052), and the Nuclear Regulatory Commission’s halt of the Yucca Mountain license review (Case No. 11-1271). Both actions violated the Nuclear Waste Policy Act. The U.S. Court of Appeals for the D.C. Circuit confirmed that the President did not have the authority to terminate the project and ordered the NRC in August 2013 to resume the license review process. That court order led to the long overdue publication of the Safety Evaluation Report (NUREG-1949, Vol.3) in October 2014, which concluded finally that the Yucca Mountain Site meets the safety requirements for long-term storage of nuclear waste.

“Nuclear Waste in Your Backyard” delivers a nontechnical explanation of the legal and political issues that overshadow the technical problems of nuclear waste disposal and storage of spent nuclear fuel. It provides citizens with the knowledge they need to hold elected officials accountable for upholding the law such as the Nuclear Waste Policy Act that guided the country in managing its nuclear waste. Ferguson says, “I would like readers to recognize that private citizens do have the power to make a difference in their government.”

Ferguson provides a set of recommendations that Congress could act on immediately to re-establish the U.S. nuclear waste program and get the country moving again to build safe, centralized storage facilities for spent nuclear fuel. He says, “If we don’t take time to analyze the issues and do our parts to improve U.S. energy policy, we could end up with nuclear waste in our backyards indefinitely.”
