SOE Clarity eBallot Delivery Awarded a Four-Year Contract for Oklahoma UOCAVA Voters

The contract, which has been awarded for a four-year period, is one of 18 statewide SOE election management implementations.

Blank ballots can be printed or marked online and then returned by mail, fax or email.

SOE goes beyond standard security measures and implements a specialized masking protocol that ensures voter’s choices are never known by the online platform or by any third-party device. The system also eliminates duplication and ensures the accuracy and integrity of the vote and compliance with rules for voter eligibility. The state currently uses the MESA voter registration and election management application developed by Maxim Consulting, which was acquired by SOE in September 2013. The system was first implemented to address the requirement of the Oklahoma State Election Board to respond to mandates of the Help America Vote Act and migrate all voter information and history from a legacy system into a more flexible solution. The project successfully moved all voter registration, absentee processing, voter information requests, precinct and district management, election preparation, list maintenance, street guide, candidate filing and statistical reporting to the new solution. As a result the Oklahoma State Election Board has been able to totally eliminate redundancy of effort and greatly improve the overall efficiency of the election process.
