SOE, a Scytl company, the worldwide leader in secure election management, online voting and election modernization, announces today that the Oklahoma State Election Board has selected SOE’s Clarity eBallot Delivery to deliver ballots to its UOCAVA (Uniformed and Overseas Citizens Absentee Voting Act) voters from its 77 counties. The contract, which has been awarded for a four-year period, is one of 18 statewide SOE election management implementations.

SOE’s Clarity eBallot Delivery electronic ballot solution makes it easy for remote and overseas voters to obtain their ballots, cast their votes and track their ballots in real time with individual voter receipts. Through SOE’s secure and intuitive on-screen marking utility, voters can quickly and accurately mark their ballots. This prevents many common voter mistakes such as over-voting and under-voting. Blank ballots can be printed or marked online and then returned by mail, fax or email.
Clarity eBallot Delivery protects voter privacy and the secrecy of intermediate results. SOE goes beyond standard security measures and implements a specialized masking protocol that ensures voter’s choices are never known by the online platform or by any third-party device. The system also eliminates duplication and ensures the accuracy and integrity of the vote and compliance with rules for voter eligibility. With the addition of Clarity eBallot Delivery, the state of Oklahoma complements the flexible and efficient election management solution with a platform that enfranchises military and overseas voters.
The state currently uses the MESA voter registration and election management application developed by Maxim Consulting, which was acquired by SOE in September 2013. The system was first implemented to address the requirement of the Oklahoma State Election Board to respond to mandates of the Help America Vote Act and migrate all voter information and history from a legacy system into a more flexible solution. The project successfully moved all voter registration, absentee processing, voter information requests, precinct and district management, election preparation, list maintenance, street guide, candidate filing and statistical reporting to the new solution. As a result the Oklahoma State Election Board has been able to totally eliminate redundancy of effort and greatly improve the overall efficiency of the election process.
