TurningPoint Global Solutions Awarded System Integrator/Data Hub Services Contract for the Commonwealth of Pennsylvania's Medicaid Enterprise System (MES)

ROCKVILLE, Md., Jan. 15, 2020 /PRNewswire-PRWeb/ -- TurningPoint Global Solutions, LLC, a software engineering and information technology (IT) firm based in Rockville, MD, has been selected to support the Commonwealth of Pennsylvania's Department of Human Services (DHS) in the implementation of its MMIS 2020 Platform Project – the modernization of the state's Medicaid Management Information System (MMIS).
TurningPoint is supported by two well-respected small, diverse businesses headquartered in Pennsylvania – Strategic Consulting Partners and New Health Consulting. As a system integrator and developer of the data hub module, the TurningPoint team will use an iterative, agile software development approach to assist the Commonwealth in transforming the IT systems and processes used by Pennsylvania's Medical Assistance (MA) program – the Commonwealth's Medicaid enterprise. Some of the solution components TurningPoint will provide includes an operational data store, customer relationship management tool, enterprise service bus, user dashboard, business rules engine, and document repositories.

TurningPoint will lead the system integration activities of the MMIS 2020 Platform Project through a phased implementation that results in certification by the Centers for Medicare & Medicaid Services (CMS) according to the Medicaid Enterprise Certification Lifecycle (MECL) and Medicaid Enterprise Certification Toolkit (MECT). The multi-pronged approach will include outcomes-based certification (OBC), incorporating a mature CMMI Level 4 quality processes, building on the experiences of core members of the TurningPoint team who have participated in other states' successful OBC pilots and received CMS certification approval.
The work expands on TurningPoint's growing portfolio of Medicaid-focused projects. With contracts supporting South Carolina, Maryland, and New Mexico, TurningPoint has built on its experience honed at CMS to bring its deep understanding of Medicaid programs to an increasing cadre of state customers. The contract provides a seven-year base period with four one-year option periods for a total 11-year term, should all options be exercised.
