Blair Todt Named Senior Vice President, External Affairs; Cyndi Baily Named Senior Vice President, Chief Compliance Officer
Tampa, Fla. (PRWEB) October 17, 2013 -- WellCare Health Plans, Inc. (NYSE: WCG) announced that Blair Todt, senior vice president, chief compliance officer, has been named senior vice president, external affairs. In this role, Todt will have responsibility for integrating WellCare’s interactions with government entities and will oversee the company’s business development, government affairs and public policy functions.
Cyndi Baily, vice president, assistant general counsel has been promoted to senior vice president, chief compliance officer, replacing Todt.
The transition of these roles will take place Nov. 4.

Todt joined WellCare in March 2010. He was previously senior vice president, general counsel and secretary for health care provider MedCath Corporation. He also served as deputy general counsel, compliance and litigation at BearingPoint, Inc. (formerly KPMG Consulting Inc.) Earlier in his career, Todt was a partner at Carter, Conboy, Case, Blackmore, Maloney, and Laird, P.C. Todt received his undergraduate degree in political communication from The George Washington University and his juris doctorate degree, cum laude, from Brooklyn Law School.
Baily joined the company in July 2012 as senior corporate counsel. Prior to joining WellCare, Baily served as senior counsel for the Pacific Northwest National Laboratory’s Battelle Memorial Institute. Previously, she was deputy general counsel for King Abdullah University of Science and Technology in Saudi Arabia. Earlier in her career, she was senior vice president, general counsel and corporate compliance officer for the Baylor College of Medicine. Baily holds a bachelor’s degree from Allegheny College and a juris doctorate degree, cum laude, from the University of Houston.
