The report cited New York as one of three states that have cut back compensation for workers with permanent partial disabilities, such as debilitating back injuries, by at least 20 percent.

The NPR report states that the changes have been backed by big businesses and insurance companies “on the false premise that costs are out of control.” The NPR and ProPublica investigation notes that employers are paying the lowest rates for workers’ compensation insurance since the 1970s. Insurance companies had their most profitable year in 2013, with an 18 percent return, according to NPR.
