Highlights of selected legislation covered in the newly updated protocol include:

  • "NOM-133-SEMARNAT-2015, Environmental Protection, Polychlorinated Biphenyls (PCBs)-Handling Specifications" repealed and replaced "NOM-133-SEMARNAT-2000, Environmental Protection, Polychlorinated Biphenyls (PCBs)- Handling Specifications" regarding the appropriate handling and disposal of hazardous wastes that contain or are contaminated with PCBs.
  • "NOM-125-SSA1-2016, Establishing Sanitary Requirements for Processing and Use of Asbestos" repealed and replaced "NOM-125-SSA1-1994," effective October 1, 2018. The provisions relate to the sanitary requirements for industrial establishments that process asbestos.
  • "Agreement that Creates the Workplace Accident Notification System (SIAAT) and Makes Public the Formats for Reporting Accidents and Deaths of Workers" was newly added to establish the Workplace Accident Notification System (SIAAT). It repeals "NOM-021-STPS-1994."
  • "NOM-022-STPS-2015, Safety Conditions in Workplaces Where Static Electricity Presents a Hazard" repealed and replaced "NOM-022-STPS-2008." This NOM establishes safety conditions to prevent risks from static electricity and atmospheric electrical discharges.
  • "NOM-002-SEDE/ENER-2014, Requirements for Safety and Energy Efficiency for Transformers" repealed and replaced "NOM-002-SEDE-2010." This NOM establishes requirements for the safe operation of certain types of transformers.
  • "NOM-114-SCFI-2016, Hydraulic Bottle Jacks - Safety Specifications and Test Methods" repealed and replaced "NOM-114-SCFI-2006." This NOM provides safety labeling, marking and instructions requirements for hydraulic bottle jacks.
  • "NOM-007-SCT2-2010, Marking of Containers and Packaging Intended for the Transport of Hazardous Substances and Waste" repealed and replaced "NOM-007-SCT2-2002." This NOM establishes requirements regarding marking on containers and packaging intended for transporting hazardous substances, materials, and waste.
  • "NOM-019-SCT2-2015, Technical Specifications and General Provisions for Cleaning and Control of Remnants of Hazardous Substances and Waste in Units that Transport Hazardous Materials and Waste" repealed and replaced "NOM-019-SCT2-2004." This NOM provides requirements relating to cleaning and other control measures for vehicular units that transport hazardous substances, materials, and/or waste.
  • "Hydrocarbons Law" repealed and replaced the "Regulatory Law on Constitutional Article 27 in the Petroleum Industry." This Law regulates the hydrocarbons industry in Mexico.
  • "NOM-002-SESH-2009, Distribution Warehouses for LP Gas. Design, Construction, Operation and Safety Conditions" repealed and replaced "NOM-002-SEDG-1999." This NOM establishes the requirements for the design, construction, and operation of distribution warehouses of LPG.
  • "NOM-018-STPS-2015, Harmonized System for the Identification and Communication of Hazards and Risks of Hazardous Chemical Substances in Workplaces" repealed and replaced "NOM-018-STPS-2000." This NOM establishes provisions relating to the harmonized system for hazardous chemical substances.
  • "NOM-003-SECRE-2011, Distribution of Natural Gas and Liquefied Petroleum Gas by Pipelines" was newly added to the protocol to flush out requirements relating to the design, construction, testing, inspection, operation, maintenance and safety of natural gas and LP gas distribution systems by pipelines.
  • "2017 Supervision Program for the Inspection of Permitted Facilities, Vehicles, Equipment and Activities Related to the Transportation, Storage and/or Distribution of LPG" was added to the protocol to update requirements regarding mandatory inspection and reporting requirement for facilities with permits for certain types of LPG-related activities. It is updated on an annual basis.
