VANCOUVER, British Columbia, Jan. 21, 2020 /PRNewswire-PRWeb/ -- Specialty Technical Publishers (STP) and Specialty Technical Consultants (STC) announce the availability of the newly updated International Audit Protocol Consortium (IAPC) EHS audit protocol for France. Leading companies around the world use IAPC EHS audit protocols to understand the scope of their EHS regulatory obligations and rapidly collect, share, archive, and export audit findings in a cost effective manner. IAPC EHS audit protocols are now prepared by STC in partnership with STP and continue to focus on those national (plus, in some cases, regional or provincial) EHS requirements that have site-specific application for manufacturing operations. As a leading EHS management consulting firm with a global network of experienced EHS teaming partners, STC has indepth knowledge and technical expertise of local/regional EHS requirements.

STP and STC maintain leading-edge EHS audit protocols for more than 50 jurisdictions. The protocol documents are written in English and are available in MS Word, Adobe Acrobat and Excel formats, as well as through STP's web-based portal or can be integrated into an existing company platform. Using the protocols' custom templates and advanced functionality features, auditors can easily track audit findings and manage data over time to improve compliance, risk management and safety performance. In addition, STP's formatting is compatible with leading risk management and sustainability platform providers.

Highlights of selected legislation covered in the newly developed protocol include:

  • "Order of 3 August 2018" establishes requirements for combustion plants with a total rated thermal input equal to or more than 50 MW subject to authorization under Section 3110. It does not apply to existing installations, authorized according to the "Order of 26 August 2013 on Combustion Installations With a Power Output Greater Than 20 MW Subject to Authorization Under Heading Nos. 2910 and 2931."
  • "Order of 3 August 2018" establishes general requirements applicable to combustion installations subject to declaration under Heading No. 2910. This Order replaces the "Order of 25 July 1997 General Requirements for Classified Installations Submitted for Declaration Under Heading No. 2910: Combustion."
  • "Order of 3 August 2018" establishes general requirements applicable to combustion appliances, consuming biogas produced by methanation plants classified under Heading 2781-1, included in a combustion installation classified for the protection of the environment subject to declaration under Heading No. 2910. This Order replaces the "Order of 8 December 2011 Regarding General Prescriptions Applicable to Installations Subject to Registration Under Heading No. 2910-C of the Nomenclature of Classified Installations for the Protection of the Environment (Biogas)" and the "Order of 8 December 2011 Regarding General Prescriptions Applicable to Installations Subject to Declaration Under Heading No. 2910-C of the Nomenclature of Classified Installations for the Protection of the Environment (Biogas)."
  • "Order of 3 August 2018" establishes general requirements applicable to installations under the system of registration under Heading 2910 of the Nomenclature of Classified Installations for the protection of the environment. It repeals and replaces the "Order of 24 September 2013 Regarding General Prescriptions Applicable to Installations Subject to Registration Under Heading No. 2910-B of the Nomenclature of Classified Installations for the Protection of the Environment."
  • "Order of 3 August 2018" establishes requirements pertaining to combustion plants with a total rated thermal input of less than 50 MW subject to authorization under Sections 2910, 2931 or 3110. It does not apply to existing installations, authorized according to the "Order of 26 August 2013 on Combustion Installations With a Power Output Greater Than 20 MW Subject to Authorization Under Heading Nos. 2910 and 2931."
  • "Order of 23 Order of 20 November 2017 Regarding the Monitoring of Pressure Equipment and Simple Pressure Containers implements Article R. 557-14-1 of the Environmental Code" specifies the general conditions for the installation and use, the declaration and commissioning, the inspection during use and periodic requalification of pressure equipment, as well as the modification and/or repair work performed on such equipment. It presents the obligations for operators of pressure equipment to perform a monitoring of their pressure equipment either through recognized inspection service (Service d'Inspection Reconnu) or through a risk-based inspection.
  • "Commission Implementing Regulation (EU) 2018/2066 of 19 December 2018" lays down rules for the monitoring and reporting of greenhouse gas emissions and activity data pursuant to "Directive 2003/87/EC" in the trading period of the Union emissions trading system commencing on 1 January 2021 and subsequent trading periods. It applies to the monitoring and reporting of greenhouse gas emissions specified in relation to the activities listed in Annex I to "Directive 2003/87/EC" and activity data from stationary installations, from aviation activities and to the monitoring and reporting of tonne-kilometre data from aviation activities. It applies to emissions and activity data occurring from 1 January 2021.
  • "Commission Implementing Regulation (EU) 2018/2067 of 19 December 2018" lays down provisions for the verification of reports submitted pursuant to "Directive 2003/87/EC" and for the accreditation and supervision of verifiers. It also specifies provisions for the mutual recognition of verifiers and peer evaluation of national accreditation bodies pursuant to Article 15 of "Directive 2003/87/EC." The Regulation applies to the verification of greenhouse gas emissions and tonne-kilometre data occurring from 1 January 2019, reported pursuant to Article 14 of "Directive 2003/87/EC," and to the verification of data relevant for the update of ex ante benchmarks and for the determination of free allocation to installations. The provisions of "Regulation (EU) No 600/2012" continue to apply to verification of emissions and, where applicable, activity data occurring prior to 1 January 2019. "Regulation (EU) 2018/2067" repealed and replaced "Regulation (EU) No 600/2012" as of 1 January 2019.
  • "Circular of 27 June 2019" presents the applicable regulations, as of 1 January 2019, on the different elements of the General Tax on Polluting Activities.
  • "Regulation (EU) 2017/852 of the European Parliament and of the Council of 17 May 2017 on mercury, and repealing Regulation (EC) No 1102/2008" sets forth requirements for the temporary storage and disposal of mercury waste. Requirements related to operators of chlor-alkali manufacturing processes, the cleaning of natural gas, non-ferrous mining and smelting operations and extraction from cinnabar ore as industry specific are not covered in this protocol.
  • "Order of 16 July 2019 Regarding Asbestos Survey in Buildings prior to Renovation Activities" establishes conditions for performing asbestos survey in buildings in accordance with the "Decree no. 2017-899 of 9 May 2017" prior to renovation work or other construction work on existing buildings. It affects all existing buildings except when the building's owner can provide reliable information on the asbestos status of the concerned building. Note that the "Decree No. 2017-899 of 9 May 2017" created Articles R. 4412-97-1 through R. 4412-976 regarding all operations which may expose employees to asbestos and modified several existing articles of the "Work Code."
  • "Order of 1 October 2019" describes methods for the analysis of materials and products which may contain asbestos, the competencies and certifications of the person's performing such analysis and their accreditation requirements, as well as the conditions for testing asbestos in materials and products suspected to contain asbestos.
  • "Note DGT of 5 December 2017" describes the legal framework for operations that may cause asbestos fibers to be released as well as dust measurements.
  • "Note DGT of 9 July 2018" describes the legal framework for operations on construction rubbles, that may contain asbestos.
  • "Order of 29 May 2009 on the Transportation of Dangerous Goods by Land (TDG Order)" was amended to incorporate provisions of the "ADR 2019."
  • "Order of 30 December 2015 Pertaining to the Evaluation Grid Referred to in Article D. 4161-2 of the Work Code" presents the methods for the evaluation of exposure to chemicals.
  • "Order of 30 December 2015 Pertaining to the List of Classes and Categories of Danger Mentioned in Article D. 4161-2 of the Work" presents the methods for the evaluation of exposure to chemicals.
  • "Order of 18 December 2017 Implementing the Decision No. 2017-DC-0616 of the Radiation Safety Authority of 30 November 2017" defines significant modifications to basic nuclear installations and is related to declaration or authorization process. This Order repeals the "Order of 26 September 2008" and also the "Order of 11 April 2014."
  • "Order of 21 November 2018 Implementing the Decision No. 2018-DC-0649 of the Radiation Safety Authority of 18 October 2018 Defining, in Accordance with Article R. 1333-109(a) and Article R. 1333-110" modifies the list of installations subjected to declaration in the "Public Health Code" and defines the information to be provided by the operator to the authorities.
  • "Circular DRT No. 2002 06 of 18 April 2002, On Health and Safety Risk Assessment Records" establishes, pursuant to "Decree 2001-1016 of 5 November 2001," the obligation for employers to create a unique health and safety risk assessment document.
  • "Circular DRT No. 12 of 24 May 2006" gives guidance for the assessment of chemical hazards in order to ensure compliance with regulatory requirements. However, it kept the old regulatory references and the old CMR classification.
  • "Circular DGT No. 2010/03 of 13 April 2010" explains how the system of threshold values pertaining to chemical exposure at the workplace will be implemented.
  • "Instruction No. DGT / ASN / 2018/229 of 2 October 2018" presents information regarding the implementation of protective measures as well as legal framework regarding the protection against ionizing radiations, taking into account the regulatory changes in the "Public Health Code" and in the "Work Code."
  • "Order of 18 December 2018" establishes requirements pertaining to the distribution and disposal of treated wood products. It applies to distributors as well as facilities using such products. It repeals and replaces the "Order of 7 August 1997" pertaining to the sales and use restrictions of specific hazardous substances.
  • "Notice to all Economic Operators on the Obligation to Disclose Information on Substances Contained in Products in Accordance with Articles 7.2 and 33 of Regulation (EC) No. 1907/2006 REACH of 30 May 2019" establishes a list of candidate substances which are subject to the obligation for the manufacturer to communicate certain information.
