Against all odds, she won her first election and went on to become a State Representative, State Senator and State Comptroller.
2. Empower women: As a journalist, Judy Baar Topinka observed corruption, bureaucracy, waste, and most of all a lack of opportunities for woman. As a politician, she changed policy and became a voice for equality. Joseph B. Topinka is a retired military attorney and now an assistant professor at Texas State University in San Marcos, Texas. He is also an adjunct professor at the University of Incarnate Word's School of Healthcare Administration. He holds a Bachelor of Arts from the University of Illinois; a juris doctor from Northern Illinois University; a Master of Business Administration from Saint Martin's University; a Master of Laws from the United States Army Judge Advocate General's School; a Master of Health Administration from Chapman University; and a Master of Laws from Loyola University. He is the author or co-author of many works over the last ten years.
Joseph Topinka was born in Berwyn, Illinois and raised in neighboring Riverside, Illinois. Joe is a member of the Illinois, Washington, and Texas bars and is actively involved in the American Legion. He lives with his wife and daughter in Texas.
