As the number one need for businesses and the top priority in economic development, competition for a skilled workforce continues to intensify. Each year the Scorecard examines the progress of communities in recruiting and developing talent to meet this need.
This year's report unpacks how early data suggests existing trends in remote work and large city out-migration have been accelerated by COVID-19. Whether succeeding in their efforts or struggling, the pandemic is forcing communities to respond to shifting migration and telework, and its impact on talent attraction.
The Scorecard is broken into three categories: large counties (over 100,000 in population), small counties (population between 5,000 - 99,999), and micro counties (population of less than 4,999).

While many of the nation's largest metros ranked near the bottom in talent attraction, counties between 250,000 - 999,999 makeup more than half of the top 100, with strong showing from midsized markets in the West, along with Texas and Florida. Four Texas counties ranked in the top 10 and 12 Florida counties ranked in the top 40. Of large counties in the top 10, Fulton County (Atlanta, GA) is the biggest riser since the Scorecard began in 2016, climbing from No. 115 to No. 7.

Methodology:
Counties are ranked using Emsi's Talent Attraction Index based on six, equally weighted metrics: job growth, skilled job growth, net migration, annual openings for skilled workers per capita, educational attainment growth (associate degree and above), and regional competitiveness.
