Highlights of selected legislation covered in the newly developed protocol include:

• "Minamata Convention on Mercury [adopted, October 10, 2013; entry into force, August 16, 2017]" is implemented in Japan by the "Act on Preventing Environmental Pollution of Mercury," and operation specific laws such as "Air Pollution Control Law and Waste Management and Public Cleansing Law." This is an international convention to protect human health and the environment from the adverse effects of mercury and it restricts manufacture, import and export of mercury and products using mercury.
• "Air Pollution Control Law [Law No. 97 of June 10, 1968; last amended by Law No. 45 of June 2, 2017], as amended through June 2, 2017" provides a broad basis for controlling emissions of pollutants from stationary and motor vehicle sources. It was amended and now it covers also mercury emitting sources.
• "Law Concerning the Protection of the Ozone Layer through the Control of Specified Substances, etc. and Other Measures [Law No. 53 of May 20,1988; last amended by Law No. 69 of July 4, 2018], as amended through July 4, 2018" prescribes requirements for manufacturers, importers, and exporters of ozone depleting substances. It was amended and now covers also specific substitute substances for ozone depleting substances.
• "Law Concerning Prevention from Radiation Hazards Due to Radioisotopes and Others [Law No. 167 of June 10, 1957; last amended by Law No. 33 of May 30, 2018], as amended through May 30, 2018" requires licensing of facilities that use sealed and unsealed radioactive sources, and specifies management and record keeping requirements in relation to use and storage of radioactive materials and radiation-generating equipment. It is also cited for definitions of classified equipment. As of September 1, 2019, the name of this Law will be changed to "Law Concerning Controls of Radioisotopes and Others," introducing safety controls for specified radioisotopes which is a new category for radioisotopes of high risks.
• "Cabinet Order for Law Concerning Prevention from Radiation Hazards Due to Radioisotopes and Others [Ordinance No. 259 of September 30, 1960; last amended by Order No. 319 of November 21, 2018], as amended through November 21, 2018" specifies details of licensing of facilities for use of radioactive materials under the Law Concerning Prevention from Radiation Hazards Due to Radioisotopes and Others. As of September 1, 2019, the name of this Cabinet Order will be changed to Cabinet Order for Law Concerning Controls of Radioisotopes and Others, introducing safety controls for specified radioisotopes which is a new category for radioisotopes of high risks.
• "Enforcement Regulation for Law Concerning Prevention from Radiation Hazards Due to Radioisotopes and Others [Ordinance No. 259 of September 30, 1960; last amended by Ordinance No. 11 of November 26, 2018], as amended through November 26, 2018" specifies details of licensing of facilities for use of radioactive materials under the "Law Concerning Prevention from Radiation Hazards Due to Radioisotopes and Others." As of September 1, 2019, the name of this "Enforcement Regulation" will be changed to "Enforcement Regulation for Law Concerning Controls of Radioisotopes and Others" introducing safety controls for specified radioisotopes which is a new category for radioisotopes of high risks.
