NEW YORK, Oct. 5, 2026 /PRNewswire-PRWeb/ -- AFG Group, Inc. (AFG), a nationally recognized woman-owned Program, Project, and Construction Management firm, announces the appointment of Barbara Oulds, CCM, CQM, LEED GA, as the new Northeast Division Director. Oulds, who most recently served as Deputy Director of the Northeast Division, succeeds Lewis Ayers, CCM, who retired after more than 15 years with the firm. Her appointment brings experience, continuity, and strong client relationships to the division's leadership.
Oulds will now oversee all operations across the region. She has more than 30 years of industry experience, including 13 years with AFG. In that time, she helped lead several of AFG's notable projects, such as the National Park Service's Castle Clinton project, which won the CMAA Project of the Year Award.
In 2018, while serving as AFG's Deputy Director of Operations in NYC, she received the Women Builders Council's Outstanding Women Award at its 14th Annual Champion Dinner, recognizing her leadership in the AEC industry. Among clients and throughout the construction management industry, she is known for taking initiative and working tirelessly to get the job done.
A mechanical engineer by training, Oulds has led major projects for GSA, NPS, NYCHA, and the NYC Department of Design and Construction. She has served K-12, higher education, government, and multifamily housing clients from every side of the table: as construction manager, contractor, and owner.
Working closely with Ayers, Oulds helped AFG earn recognition from ENR New York among the Tri-State Area's top contractors, along with a spot on ENR's Top 100 CM-for-Fee Firms list. The firm also won the New York Construction Award for Outstanding MWBE and two CMAA Project Achievement Awards, including Castle Clinton, one from the NY/NJ Chapter and one at the National level.
With deep roots at AFG and a career spanning the full construction process, Oulds is well positioned to build on Ayers' legacy and lead the Northeast Division into its next chapter of growth.
"Since joining AFG as a Project Manager, Barbara has been instrumental in our growth throughout the Northeast. She is one of our strongest leaders, and we look forward to this next phase of her work as she leads the Northeast Division to new heights and AFG continues its 30-plus-year growth trajectory." — Michael O'Connor, PE, President, AFG
