Andrew Stewart to Succeed Richard Leins as Peekskill City Manager
The City Council of the City of Peekskill is pleased to announce the appointment of Andrew Stewart as City Manager. Mr. Stewart officially succeeds Richard Leins in the role effective January 27.
PEEKSKILL, N.Y., Jan. 24, 2020 /PRNewswire-PRWeb/ -- The City Council of the City of Peekskill is pleased to announce the appointment of Andrew Stewart as City Manager. Mr. Stewart will officially succeed Richard Leins in the role effective January 27.
"It has been my distinct professional privilege to serve the City of Peekskill as City Manager over the last five years," said City Manager Richard Leins. "I am proud of the shared accomplishments over this time and am gratified to leave the City in a very positive place. I look forward to working with Andrew to ensure a seamless transition of management."
Andrew Stewart served three terms as Town Supervisor of the Town of Orangetown in Rockland County from 2012-2017. During this time he focused on improving government efficiency, promoting shared services in order to reduce the tax burden on local residents and businesses, and championing economic development – including the redevelopment of the vacant Rockland Psychiatric Center property for a new JP Morgan Chase data center.

Following his tenure as Town Supervisor, Mr. Stewart was a Senior Vice President for Research & Analysis at Hudson Valley Pattern for Progress, a not-for-profit policy, planning, advocacy and research organization whose mission is to promote regional, balanced and sustainable solutions that enhance the growth and vitality of the Hudson Valley. He also led community cleanups, beautification and educational efforts as the CEO of Keep Rockland Beautiful for 11 years, working closely with volunteer groups, schools, and local governments to reduce blight and improve quality of life for area residents.

Mr. Stewart holds a Ph.D. in geography from Rutgers and B.A. from Wesleyan University.
