LOS ANGELES, Jan. 17, 2023 /PRNewswire-PRWeb/ -- Balboa Geolocation, Inc. ("Balboa Geo") is pleased to announce the formation of its Strategic Advisory Council ("SAC") to provide high level advice and guidance for the commercial launch of its first-in-class geolocation technology, known as POINTER.
The SAC is composed of senior leadership from the defense and private sectors. It reflects the broad application of POINTER technology and numerous use cases across multiple segments of the market - Public Safety, Defense. Industrial and Commercial. In particular, Industrial and Commercial opportunities include: Construction; Energy; Transportation; Autonomy / Robotics; Maritime; Mining; Supply Chain and Logistics; IoT, among others. Admiral Patrick Walsh, PhD (Ret) will Chair the SAC and is joined by Ed Dolanski and Jim Bethmann as additional founding SAC members.
Admiral Patrick Walsh, PhD (Ret) is a highly experienced military leader and business executive in aerospace and defense, cybersecurity and higher education. As a United States Navy four-star admiral, he served as Vice Chief of Naval Operations, Commander of the U.S. Pacific Fleet, Commander of U.S. Naval Forces Central Command and Commander of the U.S. 5th Fleet. Admiral Walsh, a Naval Aviator commanded multiple Strike Groups and flew 77 combat missions while deployed aboard various aircraft carriers. Walsh was selected and became a member of the Navy Flight Demonstration Squadron, "Blue Angels". During his Naval career he was appointed a White House Fellow and Special Assistant to the Director of the Office of Management and Budget. He also chaired the Department of Leadership, Ethics and Law at the U.S. Naval Academy and served as the Chief of Naval Personnel and reported to the Joint Staff. Concurrently, Walsh served as Director, Navy Quadrennial Defense and Director, Navy Programing Division. Admiral Walsh is the recipient of numerous awards and decorations by the U.S. Navy.
Since retiring from the Navy, Admiral Walsh served as an executive in aerospace and defense, cybersecurity and higher education including serving as Vice President, Boeing Global Services managing a $1.3B portfolio with full P&L responsibility, Senior Fellow - John G. Tower Center for Public Policy and International Affairs, Southern Methodist University, Senior Advisor to Oliver Wyman, a management consulting firm and business unit of Marsh McLennan and co-founder of the First Watch Group, a strategic advisory and consulting firm. Admiral Walsh also serves as President of Cristo Rey Dallas College Prep.
Admiral Walsh obtained a BS from U.S. Naval Academy, MA from Chairman University, and MA and PhD (distinction) from Tufts University.

Ed Dolanski is a highly experienced Fortune 50 business executive with 30+ years of experience leading organizations through performance turnarounds and into sustained transformational growth. His experience includes full P&L responsibility of businesses ranging in size from $300M to $10B annual revenue within the Aerospace / Defense, Industrial Manufacturing, Supply Chain / Logistics / Distribution Services and Retail Industries.
Ed is co-founder of the First Watch Group, a strategic advisory and consulting firm. He founded North Star Advisors LLC, an advisory, M&A and investment firm. Dolanski had significant senior management responsibilities at Boeing including President of Boeing Services, a $10B operating division of Boeing, President and CEO of Aviall, a $4.4B subsidiary of Boeing. Additionally, Dolanski served as Vice President of Mission Support and Cyber Engagement at Raytheon. Previously he held management positions at MagneTek and Walmart in supply chain management and logistics.
Ed currently serves as Chairman of MD Helicopters, board member at VSE Corporation, Chairman of Filtari, a social media filter start-up, board member of Catalyze Dallas and board advisor to Texas Blockchain Council.
Ed obtained a BA from John Brown University and attended the Executive MBA program at Vanderbilt University.
Jim Bethmann is a highly experienced technology executive, consultant and executive search / human resources professional. Jim is currently the Managing Partner, Technology at Caldwell, an international executive search firm. He spent 10 years leading a $300M technology company operations on 3 continents and his formative years as an active duty and reserve naval officer.
He is an industry specialist in the broader technology verticals of software, services, hardware and systems, telecom services and networks, to include SaaS, PaaS, CCaaS, UCaaS as well as managed IT services, cyber security, outsourcing & broader cloud services. He also serves the spectrum of the defense industry vertical with experience in the 3-letter agencies, DOD, Civilian agencies and Healthcare IT.
Jim currently leads the Technology Practice at Caldwell and focuses on all leadership consulting services for Board and C-suite engagements in the above noted industry segments as well as the CIO, CISO, CDO, and CTO functions globally. He has placed over 100 Presidents & CEOs in the past 20+ years and consulted with over 400 clients. Previously, he held leadership consulting roles at Heidrick & Struggles, Highland Partners, Korn/Ferry and Russell Reynolds. Bethmann has significant experience as a corporate and nonprofit board member. He serves as an advisor to the leadership team at Skyminyr, a human capital AI start-up, and is a Trustee of the U.S. Naval Academy.
Jim obtained his BS from the U.S. Naval Academy and served as a Lieutenant Commander in Surface Warfare Operations.
