ClearHealth Quality Institute Launches ParityManager™ Compliance Tool
ClearHealth Quality Institute™ (CHQI) today announced the launch of ParityManager™, the first and only comprehensive digital resource designed to help health plans, third-party administrators and other organizations build, implement, and manage a parity compliance program that meets key federal and state regulatory requirements.
ANNAPOLIS, Md., July 31, 2019 /PRNewswire-PRWeb/ -- ClearHealth Quality Institute™ (CHQI) today announced the launch of ParityManager™, the first and only comprehensive digital resource designed to help health plans, third-party administrators and other organizations build, implement, and manage a parity compliance program that meets key federal and state regulatory requirements.
ParityManager is part of CHQI's new Mental Health Substance Use Disorder (MH/SUD) Parity Accreditation Program, which establishes the nation's first accreditation standards for health insurers and health benefits administrators to provide a robust independent assessment of their ability to comply with the requirements of the Mental Health Parity and Addiction Equity Act (MHPAEA). Organizations applying to CHQI's accreditation program will utilize ParityManager to complete their application.
The secure, cloud-based platform, which organizes and evaluates all supporting operational documentation necessary to demonstrate parity compliance, can also be licensed as an internal compliance program resource separately from the MH/SUD Parity Accreditation Program.
ParityManager's streamlined process:
- Identifies and classifies covered benefits
- Creates a framework for testing of financial requirements and quantitative treatment limits (QTLs)
- Implements an innovative approach collecting and organizing data necessary to perform comparability and stringency testing for nonquantitative treatment limits (NQTLs)
- Automatically identifies a wide range of per-se parity violations and areas where the user lacks information necessary to complete the parity compliance analysis
- Generates important feedback loops and reports to ensure parity compliance optimization
- Produces a detailed report of all parity compliance information for use in internal audits and submission to external reviewers and regulators
"Since MHPAEA was adopted more than 10 years ago, most of the key regulatory guidance has been published. However, we now have begun to see increased litigation and regulatory enforcement actions at both the federal and state levels and many states are now beginning to introduce their own specific parity laws," said Michael Gomes, CEO, ClearHealth Quality Institute.
Kevin Malone, CHQI's Parity Program Director and Senior Counsel at Epstein Becker & Green adds, "It is crucial, now more than ever, for organizations to develop and manage an effective parity compliance program. CHQI's ParityManager™ and MH/SUD Parity Accreditation Program provide a clear navigational roadmap to help organizations better understand how to implement strategies to comply with MHPAEA and related state laws."
CHQI offers two complimentary resources to support organizations in their journey to demonstrating compliance:
The CHQI MH/SUD Parity Compliance Guide is a comprehensive research document that summarizes key regulations under the Mental Health Parity and Addiction Equity Act (MHPAEA) and provides practical guidance on how to ensure compliance. The Guide can be requested via the CHQI website.
CHQI will hold a complimentary webinar on August 13th, 2019 at 1:30 p.m. ET to demonstrate how ParityManager and the CHQI MH/SUD Parity Accreditation Program can promote and measure real and tangible health equity, quality and compliance. For more information and to register, visit the CHQI website.
