WINTER SPRINGS, Fla., Oct. 15, 2020 /PRNewswire-PRWeb/ -- On September 30, 2020 Dicapta Foundation presented their GoCC4All emergency alert system at the Federal Emergency Management Agency (FEMA) Integrated Public Alert and Warning Systems (IPAWS) webinar: Unique Alerting Systems. Attendees included federal, state, local, tribal and territorial alerting authorities across the United States. Over 1,500 authorities are part of the IPAWS network. In response to Executive Order 13407, FEMA created the Integrated Public Alert & Warning System (IPAWS) in 2006 for issuing critical public alerts and warnings. Local authorities using IPAWS can deliver simultaneous alerts through multiple communication pathways to reach as many people as possible.
Dicapta Foundation was one of four technology companies selected to present out of 113 total vendors during the session on September 30, 2020. Each presenter had a different focus and target market, all of them use the IPAWS to pass emergency alerts to different audiences. Dicapta Foundation's goal in presenting was to inform local authorities about their GoCC4All technology and its robust ability to cater to the deaf-blind population.
Dicapta Foundation's GoCC4All is designed to deliver emergency alerts and television captions for the deaf-blind population. Using their technology, subscribers can receive emergency alerts for their geographic area in an accessible format for braille displays and screens. Information includes weather alerts and warnings for the general population. In addition, their emergency system also offers location capabilities. If a user needs emergency assistance they can send their location information through the app to a designated emergency contact. Dicapta Foundation's technology also includes media consumption through televisions. Subscribers can enjoy television and selected content by reading the TV captions on their screen, using a braille display, or using the mobile device VoiceOver feature within the app.

It is our hopes that after our presentation the local alerting authorities will take a serious look at our solution and include it in their website and communities so the general public can access it. There are hundreds of emergency alert applications in the marketplace, what makes the GoCC4All unique is that users have several options for consuming the emergency information distributed by local authorities. Subscribers can read the information using a braille screen display, viewing the screen of their mobile device or using the voice over feature on their phones. Many tech products cannot be used by people with sensory disabilities because they don't provide alternative ways to access information. GoCC4All provides these alternatives. Additionally, GoCC4All provides a Geolocation alert function so users can alert somebody in the event of an emergency where they may be in personal danger. The alert will give the location coordinates of the user and that could be lifesaving information."

During the development and implementation of their GoCC4All application, Dicapta Foundation had the guidance from an experienced advisory committee including members from the National Center on Deaf-Blindness, the Perkins National Deaf-Blind Equipment Distribution Program (iCanConnect), the Florida and Virgin Islands (FAVI) Deaf-Blind Collaborative, Lighthouse Central Florida and DeafBlind Citizens in Action. Their feedback helped Dicapta Foundation to guarantee that the unique needs of individuals with deaf-blindness were addressed.
As Dicapta Foundation continues to develop technology for the deaf and blind population they collaborate with several partners in the development of accessibility technology for people with sensory disabilities. Their partners also assist with testing their technology with users in the deaf-blind community. These partners include the research group SoftLab from The University Carlos III of Madrid (UC3M), and the Helen Keller National Center (HKNC).
