Mr. Cogar brings more than 25 years of relevant industry experience to his new role having previously served as senior vice president at ICF International. Mr. Cogar’s appointment as president is the cornerstone of CEO Susan Kidd’s long-established plan to attract and position the right senior leaders to build further on the company’s already strong growth trajectory.

Mr. Cogar’s experience spans 25 years as a P&L executive with strong operational and sales focus on growing IT consulting organizations both organically and through acquisition.
At ICF, Mr. Cogar grew his IT solutions business unit from its inception to 250 people selling high-value IT solutions across multiple market segments. Further, Mr. Cogar helped found ICF Interactive through accretive acquisitions of three commercial digital companies, integrating $80M in revenue and 450 employees.
Prior to ICF International, Mr. Cogar held senior positions at CGI-AMS for over 15 years, leading the environmental service line, launching the environmental commercial practice, and driving the development of CGI-AMS’s flagship environmental technology products – ProSteward and TEMPO.
Mr. Cogar earned his bachelor’s degree in computer science & cognitive science from Dartmouth College.
