Often a critic of California’s management of the historic 5-year drought that afflicted the state and ended in 2017, Kleyne supports President Donald Trump’s executive order, signed in February, rolling back an Obama-era Water of the United States (or WOTUS) rule that designates what smaller bodies of water, tributaries and wetlands are under the control of the Environmental Protection Agency and the Army Corp of Engineers. On Friday, October 19th 2018, Trump issued an order to speed up these environmental reviews and streamline regulations that he claims are preventing progress on major water projects in the West. Projects impacted include the Central Valley Project, the California State Water Project, the Klamath Irrigation Project in Oregon and California, and the Columbia River Basin System in the Pacific Northwest. Wealthy Central Valley farmers and agribusiness also applauded the proclamation and earlier executive order. In an ancillary development, Gov. Jerry Brown signed legislation establishing statewide water efficiency goals and permanent water conservation rules designed to avoid a recurrence of severe drought.
