PATT was founded in May of 1994, after a truck driver fell asleep at the wheel and caused an accident which killed four teenagers. Though the accident was clearly the fault of the driver, driving while fatigued was not a crime in Maine, and no charges were ever brought.
In response to the accident, PATT began as a local, grassroots movement centered in Maine.
