Expert NATO Shipping Center Speaker Announced for QMARSEC 2015
(PRWEB) July 27, 2015 -- An expert NATO speaker has been added to the distinguished panel of speakers at the Qatar Maritime Security - Coastal and Border Surveillance Conference (QMARSEC).
The third annual QMARSEC conference will take place on 28 October 2015 at the Ritz Carlton Hotel in Doha, Qatar under the theme “The Future of Automatic Identification System (AIS) Technologies and Deployments”. This year’s event will focus on all aspects of border and maritime security, with a special emphasis on the technologies, sensors, and identification systems that are a key component of border security programs.
“I am pleased that Lt. Commander Davide Severino will join QMARSEC 2015 as a guest speaker and expert panelist,” said Staff Brigadier (Pilot) General Mohammed Al-Mannai, Director of the National Shield Project of Qatar. “For many years, Lt. Commander Severino has served at the forefront of maritime and border security issues in the European Union and beyond.”
Lt. Commander Severino will speak on the topic of “The Sensor Based MSA in NATO’s Shipping Center Role in MARCOM”. Lt. Commander Severino has a deep background in the application of sensor-based technologies for maritime defense. He currently serves as the NCAGS Staff Officer for the NATO Shipping Center in London, where he is the officer in charge for merchant shipping maritime situational awareness and naval cooperation. In this role, Lt. Commander Severino makes use of a range of maritime sensor technologies at the tactical and national levels for decision making, for situational awareness, and in support of operational missions worldwide.
Lt. Commander Severino has held roles of increasing responsibility with the Italian Coast Guard. Before being seconded to London for his current position, Lt. Commander Severino served as the Head of the General Planning Branch of the Italian Coast Guard based in Rome. In this capacity, he was responsible for a wide range of operational events management, analysis, and planning for the Maritime Operations Center as well as the Coast Guard as a whole.
Lt. Commander Severino is a trained military pilot who flew numerous maritime search and rescue missions and patrols in European airspace. He is also a qualified lawyer who has put his legal expertise to use in understanding complex issues related to border control and maritime law.
“Nations today face numerous and varied challenges in safeguarding their borders from threats in the maritime domain, to include piracy and terrorism, among others,” said Lt. Commander Severino. “I am glad to have an opportunity to contribute to the important forum at QMARSEC that helps nations address these challenges by using the latest technologies and in a manner that is consistent with best practices and international law.”
The annual QMARSEC conference provides a forum that encourages information sharing and cooperation among military, government, industry and academic maritime security experts from around the world.
The conference encourages the development of joint endeavors, particularly new technologies, in order to deepen and enhance inter-agency cooperation and collaboration to mitigate future security threats.
