Expertise.com Ranks South Dakota Least Costly Place to Start a Business but with Fewest Available Resources

Recent study shows the midwestern state is the most affordable for new businesses but has the least available resources

Expertise.com, a top resource for online reviews and the best local experts, has published findings from a recent study on the best and worst states for Americans to start a small business in 2021. Researched applied a comprehensive methodology using 24 business-focused metrics. The report offers total scores for each state and rankings based on new business environment, available resources, and business costs.

South Dakota earned the top spot for business costs as it's the least expensive state to start and run a business. The state has one of the lowest median hourly wages and monthly rental rates and has the second-best State Business Tax Climate Index.
However, the state ranked 50th in the available resources category for having the least available resources for new small businesses. The state earned low scores for loan availability, number of higher education institutions, and working-age population.

Expertise.com evaluated all 50 states and calculated an overall score using a 10-point scale for each metric. The report highlights three subcategories with corresponding metrics, such as job growth, available loans, median hourly wage, and corporate taxes.
