Peer letters, incident performance ratings and 25 years of fire service, from a station volunteer in 1989 to Fire Battalion Chief with a federal fire agency, are now published in one place.
SAN GABRIEL, Calif., Oct. 19, 2026 /PRNewswire-PRWeb/ -- Michael Karl McNeil, a Former Fire Battalion Chief and principal of McNeil Safety Consulting, has published the documentary record of his firefighting career across his firefighter websites: the letters written about him by the captains, engineers and chiefs he served alongside, the incident performance ratings completed by the commanders he worked for, and the qualifications that carried him from a volunteer engine company to a chief officer's post with a federal fire agency.
The record starts in 1989, when he entered the fire service as a fire cadet. It does not start with rank.
The volunteer years
His earliest letters describe a firefighter who did the unglamorous work. In 1995 a fire protection district selected him as a Reserve Fire Inspector. Two years later a city fire chief wrote that McNeil had spent seven months as a fire prevention volunteer, "doing research for inspections and fire plan checks" and taking part in inspections and tests of fire prevention equipment.
Two fire captains, recommending him for active membership in a volunteer firefighter association, wrote: "He is one of our top responders in terms of number of calls and number of hours put in." A fire engineer who worked with him in 2000 called him "a hardworking, intelligent young man" who "was always willing to assist in any work around the station regardless of the agency involved." A firefighter on the same crew wrote that he "proved to be just as, if not more knowledgeable, than the paid full-time firefighters."
By 2002 he was a certified firefighter and crew leader. His fire captain that year wrote that McNeil had become his "'go to' person when dealing with the Volunteer Fire Company," served as Company Training Officer running weekly training, and "always exercises safe work practices around the fire station and on the fire ground." The same letter noted that he had nearly completed the requirements to drive and operate an ICS Type I fire engine as a Volunteer Fire Apparatus Engineer.
He also taught. A county chapter of the American Red Cross recommended him for its Instructor Trainer Program in 1999, noting that his course evaluations showed "his students find him quite competent." A city government recognized him twice for outstanding volunteer service, in 2000 and again in 2002.
On the fireline
Three incident performance ratings, each completed by the officer he reported to, follow him from initial attack to incident command.
In 2000, a state fire agency fire captain evaluated him as an Initial Attack Incident Commander on a two-day assignment, rating his attitude Outstanding and his performance in the role Average, with a note that he needed more experience. McNeil publishes that evaluation as written. It is the starting point the later ratings measure against.
In 2003, an Incident Commander rated his work as Dozer Boss and Line Scout on a complexity II assignment. Scouting line for a firing operation was rated Exceeds Successful. The rater wrote: "Mike was willing to take on the assignment of locating 2 CDF dozers, Redirecting them from their previous assignment. Scouting out and flagging a location for the new dozer line that better supported the firing operation. Mike then led the dozers through the placement of this line. The line placement was well thoughtout and completed quickly."
In 2007, serving as Incident Commander Type 4, he was rated by a federal fire Incident Commander Type 3. He received the form's top mark, Superior, defined as "Employee consistently exceeds the performance requirements," on both hot line and mop-up for decisions under stress, initiative, attitude, consideration for personnel welfare, physical ability for the job, and safety.
From captain to chief
With the federal fire service he advanced from Fire Prevention Captain to Fire Battalion Chief, Prevention, completing 25 years in the fire service. His assignments took him across the United States, most often the Western states, working under the fire and safety rules of each state he was sent to. He holds California State Fire Marshal and National Wildfire Coordinating Group qualifications and completed federal law enforcement training at FLETC.
"The letters I am proudest of are the early ones," McNeil said. "Nobody writes that you were a top responder or that you kept the station safe unless they watched you do it for months. That is the part of a fire career that never shows up on a rank insignia."
The work today
McNeil now leads McNeil Safety Consulting, an independent environmental health and safety and industrial hygiene practice in San Gabriel, California. He is a Registered Environmental Professional (REP), Registered Industrial Hygienist (RIH), Emergency Planning Professional (EPP) and Qualified SWPPP Developer (QSD), and is retained by employers and attorneys on Cal/OSHA and OSHA citation defense, exposure assessment, hazardous materials and fire-related safety questions.
"Twenty-five years on fire crews taught me to read a scene before I touch it," he said. "I still work that way. The difference now is that the scene is a warehouse, a battery storage yard or a citation file instead of a fireline."
