Fraser, and Brad Marsh will present at the Council on State Taxation (COST) 2021 Property Tax Workshop taking place virtually on Sept. 21-24.
"COST is a nonprofit trade association consisting of approximately 550 multistate corporates engaged in interstate and international business. COST's objective is to preserve and promote equitable and nondiscriminatory state and local taxation of multijurisdictional business entities," according to the organization's website. The program is open to all industry tax professionals and the goal of the workshop is to provide a program covering key property tax issues that companies are facing.
Newman will present a webinar titled "Staying Above Board - Property Tax Ethics" on Sept. 21 from 12:00 p.m. – 1:00 p.m. EDT. The presentation will cover "the various sources of ethics rules (formal and informal) and analyze why ethics is important to the property tax profession." On Sept. 22, O'Neall will present a webinar titled "Tips to Avoid Double Taxation – Separating Real, Personal, and Intangible Property" from 12:45 p.m. – 1:45 p.m. EDT. The speakers in this session will "provide guidance on avoiding double taxation and note special rules some states have that may be a trap for the unwary." Fraser will present a webinar titled "Best Practices for Property Tax Appeals – Including the Use of Experts and Appraisers" on Sept. 24 from 1:55 p.m. – 2:55 p.m. EDT. The session will "address the opportunities and issues that one must consider when hiring an appraiser or other professional as an expert to support a valuation." Marsh will present on the "Ask the Experts" panel on Sept. 24 from 3:05 – 4:30 p.m. EDT. The session is a relaxed forum and attendees are encouraged to come with questions to ask the experts to get their views on various property tax issues.
Newman, a shareholder in the New York office, handles tax planning and controversy matters involving state and local taxes including personal income tax, corporate tax, sales tax, and real property transfer taxes as well as real estate tax and incentive programs. His practice includes handling audits and litigation involving income tax including residency matters, sales, and use tax, hotel taxes, and real estate transfer taxes in New York and other states.
O'Neall, a shareholder in the Orange County office, focuses his practice on ad valorem property tax and assessment counseling and litigation (appeal hearings and trials). For over 30 years, he has represented a variety of California taxpayers in equalization proceedings before county assessment appeals boards, the State Board of Equalization, the Superior Court, the California Court of Appeal, and the California Supreme Court.
Fraser, a shareholder in the firm's Orange County office, is a commercial litigator with experience in all phases of litigation in federal and state courts, and in arbitration and mediation, with a principal focus on complex matters. He is experienced in managing cases at the trial court level, including all aspects of discovery, motion practice, and trial. Fraser also has experience prosecuting appeals before the Ninth Circuit and the California Court of Appeal. He represents clients before legislative and regulatory bodies at the local and state levels.
Marsh is Co-Managing Shareholder of the San Francisco office and focuses his practice on tax controversy matters, including property, sales, payroll, business license, employment, franchise, parcel, district, documentary transfer, transient occupancy, utility user, income, parking, gift and estate taxes. He serves as a co-chair of the U.S. State and Local Tax (SALT) Practice. Brad represents clients in audits, litigation and administrative hearings, as well as analyzing transactions and business models, and developing strategies for legislative resolutions.
