Renewed initiative expands rural agencies' access to Clinical Intelligence, medication verification, training and medical equipment
DAVIE, Fla., Nov. 2, 2026 /PRNewswire-PRWeb/ -- The Indiana Department of Homeland Security's (IDHS) EMS Division is renewing its statewide partnership with Handtevy, continuing access to the platform for participating EMS agencies and extending the initiative to additional rural communities.
The partnership builds on two years of daily use across Indiana. Since November 2024, clinicians at more than 90 Indiana agencies have logged more than 250,000 clinical actions in Handtevy, averaging one action every four minutes, 24 hours a day. They created more than 62,000 patient records, referenced protocols more than 108,000 times and accessed medication dosing more than 71,000 times, with monthly protocol use roughly doubling over the period. Use spanned every stage of life, from nearly 2,900 newborn and premature infant records to adult critical care, where the most-viewed treatments included ketamine, amiodarone, epinephrine and adenosine.
Through Initiative 4 of Indiana's Rural Health Transformation Program, eligible agencies can receive Handtevy Mobile, ScanSafe™ medication verification, training and essential medical equipment at no cost. Although the initiative emphasizes pediatric and obstetric readiness, participating agencies also gain access to Handtevy's broader clinical platform for emergency care across all ages and acuity levels.
"Over the past two years, Indiana clinicians have turned to Handtevy hundreds of thousands of times, on everything from cardiac arrests and critical medication decisions to the rare high-risk calls involving newborns. That tells us it's become part of how emergency care gets delivered here. Renewing this partnership keeps those tools in clinicians' hands and extends them, along with training and equipment, to more of our rural agencies, where every call counts and help can be far away."
— Kraig Kinney, State EMS Director, Indiana Department of Homeland Security
One Platform for Emergency Care
Handtevy Mobile is configured to each agency's approved protocols, medication formulary and equipment. It gives clinicians access to patient-specific medication information and clinical guidance, along with CPR Assist®, Handtevy's CPR metronome and resuscitation feature.
With 15 electronic patient care reporting (ePCR) integrations, Handtevy supports clinical documentation workflows. The administrator portal helps agency leaders distribute protocol updates and notifications, track acknowledgments and training completion, assess competency, and review platform utilization.
Medication Verification at the Point of Care
ScanSafe™, Handtevy's barcode medication verification technology, enables clinicians to scan a medication and verify its identity and concentration against the patient-specific information in Handtevy Mobile. Barcode medication verification is well established in hospitals, but traditional systems often rely on pharmacy and electronic health record infrastructure that is not available in the prehospital environment. ScanSafe was developed to bring that additional layer of medication verification to EMS. It works fully offline on the device clinicians already use, allowing medication verification in the back of an ambulance, in rural areas with limited or no cellular connectivity, and in emergency departments using Handtevy. As of October 2026, clinicians had used ScanSafe to verify more than 29,000 medications. The technology also supports controlled-substance documentation.
Peer-reviewed studies have documented significant improvements in pediatric medication-dosing accuracy following implementation of Handtevy as part of structured training and quality improvement initiatives. In Denver Health, correct dosing increased from 51.1% to 89.4%. In a multi-agency EMS system in the Rochester, New York, region, correct first-dose medication accuracy reached 97%, up from a baseline of 79%. A separate study published in Resuscitation found improved neurologically intact survival following implementation of a comprehensive pediatric out-of-hospital cardiac arrest strategy. Building Pediatric and Obstetric Readiness
The initiative provides education and equipment aligned with Indiana's pediatric and obstetric readiness goals. Training options include the CAPCE-accredited Pediatric Resuscitation and Readiness Course (PRRC), the Newborn Resuscitation and Obstetrics Course (NROC), and in-person instructor training intended to help agencies build lasting education capacity.
Participation for Eligible Rural Agencies
Eligible rural EMS agencies in Indiana may participate, subject to program requirements and available funding. Funding is limited and available on a first-come, first-served basis. Eligible agencies can submit an interest form for the Indiana Handtevy Program to learn more and begin enrollment.
