Prior to this ruling, only CLECs and ILECs could directly control DIDs, handle porting, gain access to local number pooling, and register to 911. Later in the year, the order was extended to VoIP and Wireless Carriers who register and qualify under the guidelines. In short, a VoIP or Wireless Carrier must be an Interconnected Carrier - either by their own infrastructure, or through interconnection agreements, and show proof that they can and will conform to the Numbering Database guidelines for managing the DIDs they possess.
