In 2016, the FCC changed the rule regarding qualifications for carriers who wish to manage their own DIDs. Prior to this ruling, only CLECs and ILECs could directly control DIDs, handle porting, gain access to local number pooling, and register to 911. Later in the year, the order was extended to VoIP and Wireless Carriers who register and qualify under the guidelines.
