The cloud-native AI architecture enables on-demand computing capacity, helping the legal AI startup scale its platform without the cost and complexity of managing GPU hardware
MARYSVILLE, Pa. and ROCHESTER, N.Y., Oct. 29, 2026 /PRNewswire-PRWeb/ -- Publius Legal Inc., a Pennsylvania-based legal technology startup that serves small law firms and solo practitioners, and Innovative Solutions, an Amazon Web Services (AWS) Premier Tier Services Partner that delivers AI and data services to growing businesses, today announced the successful completion of a cloud migration engagement to AWS. The engagement migrated Publius' legal AI platform from costly, on-premises GPU infrastructure to a two-tier GPU inference architecture on AWS, designed to scale to zero when idle, eliminating the fixed cost of hardware that sits unused between customer requests.
The migration positions Publius to grow its AI-powered legal platform without the capital burden of owning and operating GPU hardware. As a result of its move to AWS, Publius:
- Reduced infrastructure costs. Eliminated the expense of always-on GPU hardware by paying for cloud compute only when it is needed.
- Gained scalability. Can now expand its AI platform and support growing customer demand without investing in additional physical infrastructure.
- Reduced operational complexity. Eliminated the burden of owning and managing dedicated GPU hardware, freeing the team to focus more resources on product development and business growth.
"Our partnership with Innovative Solutions allowed us to cut our infrastructure overhead, scale with customer demand, and put more resources into product innovation," said Ed Kabatsky, Founder and CEO of Publius Legal Inc. "We now have a technology foundation to bring advanced AI capabilities to more small law firms."
From Always-On to Scale-to-Zero
Innovative Solutions designed and deployed a two-tier inference architecture on AWS that separates real-time and batch workloads. A Kubernetes-based stack built on Amazon Elastic Kubernetes Service (Amazon EKS) serves real-time chat through vLLM, while a dedicated GPU Extractor tier handles OCR and batch document processing. KEDA and Karpenter handle event-driven and node-level autoscaling, allowing the platform to expand under load and scale down to zero when idle.
The engagement followed the Innovative's AWS-centric migration methodology across three phases: an assessment, proof of concept, and mobilization, giving Publius a structured path from its previous infrastructure to a fully deployed, production-ready platform.
Delivered Capabilities
The completed engagement culminated in a successful hands-on demonstration and client handoff in mid-October 2026. Deliverables include a fully deployed cluster, Tailscale-based private networking for secure API access, embeddings and batch processing pipelines, a production chat endpoint served under the client's existing "Publius AI" assistant name, complete API documentation for the Publius frontend team, and a consolidated operations runbook.
"Working with Innovative Solutions gave us something a young company can't easily build alone: enterprise-grade cloud infrastructure with a proven partner behind it," said Kabatsky. "We set out to escape the cost of always-on GPU hardware, and we finished with a platform that scales with our customers, secures our data, and positions us to grow right here in Pennsylvania."
"The cost of AI infrastructure shouldn't be a barrier to innovation or growth," said Jeff Valentine, President of Innovative Solutions. "This project proves that a well-architected cloud platform can deliver powerful AI that scales to zero. It's a positive AI story for Pennsylvania's economy and for growing businesses everywhere."
A Positive AI Story for Pennsylvania
The partnership is also significant for Pennsylvania's growing technology economy. As state leaders weigh the future of AI and data center development, Publius' migration demonstrates a model of AI infrastructure that is efficient by design, consuming compute resources only when customers need them. Publius' work with Innovative Solutions reflects its broader commitment to economic development in Perry County and across Pennsylvania, where the company has already hired staff in Ardmore and plans to continue growing its team.
