Liberty to Deliver Updates to the DSS Extracts and ECS Applications

Liberty IT Solutions, LLC (Liberty), which specializes in Health Information Technology, has been awarded a five-year (12-month Base Period plus four 12-month Option Periods) Task Order to support Decision Support System (DSS) and Event Capture System (ECS) for the Department of Veterans Affairs (VA) Infrastructure Operations (IO).

The DSS is VA’s sole means of complying with federal laws and regulations that mandate the use of an activity-based cost accounting system. DSS extracts and imports VA financial and clinical workload information to generate Managerial Cost Accounting (MCA) information for VA’s Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), National Cemetery Administration (NCA), and the Office of Information Technology (OIT), as well as the Department of Defense (DOD). Liberty will support this mission by updating the DSS Extracts (DSSx) and ECS applications with new or altered clinical and business practices, organizational changes, program reporting requirement changes, and other factors that impose new demands on VA’s MCA system.

Bill Greene, CEO of Liberty, says of the win, “DSSx will aid VA in making critical managerial and budgetary decisions, leading to downstream benefits for the organization as a whole.”

With the Cerner electronic health record modernization initiative, DSS and ECS will integrate with this transformative effort, providing crucial support for VA’s capability to generate MCA information in a newly innovated IT enterprise.
