Penn as the newest member of its board of directors.

Penn was a career Naval Officer. His experience includes being a tactical jet aviator, assignments in R&D, technical and operational evaluations, logistics, electronic warfare and counter measure systems. He was responsible for the health of the US Defense industrial base; DoD's policies and plans to ensure existing and future industrial capabilities meet the Defense mission. In March 2005, Penn was confirmed as Assistant Secretary of the Navy (Installations and Environment), responsible for formulating policies, plans and procedures for the effective management of Navy and Marine Corps real property, housing and other facilities. In April 2009 he was appointed Acting Secretary of the Navy, where he led America's Navy and Marine Corps.

Penn received his bachelor's degree from Purdue University and his master's degree from The George Washington University. He is chairman of the board of Spectra Systems, a director for both the board of American Reality Capitol and the board of National Trust for the Humanities, and a trustee at The George Washington University. He is the CEO of Genesis IV, Executive Consulting, and President of Penn Construction Group, an A&E firm.
