In January 2024, the U.S. House of Representatives, California's 28th District, presented McNeil a Certificate of Congressional Recognition for safety work with a California public school district, citing his "Heroic Diligence" and "Unwavering Dedication to the Safety of our Students and Community." It was his second congressional honor. The first, a Certificate of Special Congressional Recognition, was presented in May 2001 for volunteer public safety service.
McNeil served 25 years in the fire service, advancing from Fire Prevention Captain to Fire Battalion Chief with a federal fire agency, with incident assignments across the Western United States. He holds California State Fire Marshal and National Wildfire Coordinating Group credentials and completed federal law enforcement training at FLETC. His fire service honors include two Certificates of Merit from his federal agency, one for hazardous materials site cleanup and hazard communication program work performed beyond his position description and one for coordination of regional fire prevention programs, and a 2008 Certificate of Appreciation from the 1st Reconnaissance Battalion, United States Marine Corps, presented to "Fire Prevention Battalion Chief Mike McNeil" for "Years of Selfless, Dedicated Service and Sacrifice to the Safety of Others."
His professional registrations stand on their own numbers. He is a Registered Environmental Professional (REP), registrant No. 14638023561210825, conferred August 25, 2021; a Registered Industrial Hygienist (RIH), conferred March 19, 2024; and an Emergency Planning Professional (EPP), conferred January 8, 2025. The RIH and EPP carry the shared registrant No. 14638029794240319, assigned per registrant rather than per certificate. He is an active Qualified SWPPP Developer (QSD), verifiable through the State Water Resources Control Board's SMARTS system, a Hazardous Materials Manager and HAZMAT Specialist/Incident Commander, a California EMT-II, and a Certified Tactical Medic.
In September 2026 the International Society of Safety Professionals recognized McNeil at Level 5, Distinguished Safety Professional. The Management and Strategy Institute holds him as a Senior Fellow of its Business Leadership Council and Corporate Leadership Certified. He is a contributor to the Journal of Occupational and Environmental Medicine, a reviewer for the American College of Occupational and Environmental Medicine, and a member of ACOEM, the American Industrial Hygiene Association including its Southern California section, ACGIH, the National Association of Fire Investigators, the Federal Law Enforcement Officers Association, the North American Hazardous Materials Management Association, and the NFPA Research Section, where his membership dates to February 2001.
His specialized training includes POST-certified environmental death investigation coursework: Foundations of Environmental Death Investigations (Missouri POST Control No. 31578, ABMDI 26-117), Environmental Asphyxiation and Entrapment Deaths (POST 31574, ABMDI 26-116), and the CDC TRAIN course on investigation and certification of drug toxicity deaths. He completed the U.S. EPA National Enforcement Training Institute Basic Inspector Course in 2007 and holds 40-hour HAZWOPER training.
