NASBA Presents Prestigious Awards to Three Leaders in Accounting
Nashville, Tenn. (PRWEB) November 13, 2013 -- The National Association of State Boards of Accountancy (NASBA) is pleased to announce the recipients of its annual awards—the William H. Van Rensselaer Public Service Award, NASBA Distinguished Service Award and Lorraine P. Sachs Standard of Excellence Award. Recipients of the 2013 awards were recently honored during NASBA’s 106th Annual Business Meeting, held on October 29.
Diane M. Rubin, CPA, of San Francisco, Calif., was presented with the 2013 William H. Van Rensselaer Public Service Award. Established in 1988, the Van Rensselaer Award recognizes individuals who have led the development or improvement of Boards of Accountancy programs, or influenced the passage of rules or statutes to improve accountancy regulations and laws, with the goal of protecting the public.
Rubin, a retired partner with the firm of Novogradac & Company LLP, is a former president of the California State Board of Accountancy and former chair of NASBA. Appointed to the California Board in 1993, Rubin also chaired several Board committees including the Committee on Professional Conduct and the UAA Task Force.
From 1998 – 2007, Rubin was a member of the NASBA Board of Directors, where she served as pacific regional director, director-at-large, vice chair and 2005-06 Board chair. As chair, she worked diligently to strengthen the bonds among Boards of Accountancy and increase public awareness of the role boards play in protecting the public. Rubin is also noted for chairing a number of NASBA committees, including the Strategic Initiatives Committee and Examinations Committee – during the period when the Uniform CPA Examination transitioned from paper-and-pencil to a computerized exam. Rubin currently serves on NASBA’s Past Chair Advisory Council.
In 2012, the Board of Trustees of the Financial Accounting Foundation (FAF) appointed Rubin to the Private Company Council (PCC). In addition, she currently serves on the joint NASBA/AICPA International Qualifications Appraisal Board, is a member of the Board of Trustees of the San Francisco Conservatory of Music and is a director of the San Francisco Opera Guild.
Andrew L. DuBoff, CPA, of Livingston, N.J., is the recipient of the NASBA Distinguished Service Award. Since 1999, recipients of this award have demonstrated unswerving commitment and dedication to enhancing the mission of NASBA.
As a retired partner with PricewaterhouseCoopers LLP, DuBoff has contributed over 35 years to the accounting profession servicing clients ranging from large, multi-national corporations to individual tax clients. He also managed the firm’s tax practices in the Carolinas and in New Jersey.
In 1999, DuBoff was appointed to the New Jersey State Board of Accountancy. During his time on the Board, including serving two years as president, he was instrumental in keeping the New Jersey Board involved in NASBA activities. DuBoff joined the NASBA Board of Directors in 2002, where he served as treasurer, member of the Executive Committee and director-at-large from 2002 – 2008. Over the years, DuBoff has been regarded by NASBA leaders and members as a guiding light through the tangle of the Uniform Accountancy Act negotiations.
Currently, DuBoff is a member of NASBA’s Uniform Accountancy Act Committee, where he chairs the Committee’s Firm Mobility Task Force. He previously served on NASBA’s Administration & Finance, Education, Ethics, Ethics & Strategic Issues, Nominating and Selection Advisory Committees. Additionally, he is a former chair of the joint NASBA/AICPA UAA Committee Task Force on CPA Firm Names and was also a member of the joint CPA Firm Name Study Group that produced the 2009 White Paper on CPA Firm Names.
Richard C. Sweeney, CPA, of Olympia, Wash., is the recipient of the Lorraine P. Sachs Standard of Excellence Award, which salutes Board of Accountancy executive staff leaders who demonstrate excellence in regulation and make a positive impact on the profession.
Sweeney currently serves as the executive director of the Washington State Board of Accountancy. Prior to this appointment in 2005, he served as special assistant to the elected Washington State Auditor. During his tenure as executive director, Sweeney has been successful in building the Washington Board into a model agency. Under his leadership, the Washington Board successfully commissioned an independent study on the efficacy and efficiency of consolidation of the Washington Board into another state agency in Washington – a study that has become a cornerstone in the fight against Board of Accountancy consolidation; launched an award-winning website; instituted a new online registration and fee payment system; and developed efficient record retention policies that meet the requirements for transparent operation of a state agency.
Sweeney’s leadership within NASBA has spanned from supporting Accountancy Licensee Database (ALD) implementation and mobility to serving as a key developer of the NASBA white paper on the semi-independent board. From 2010-11, he chaired NASBA’s Executive Directors Committee and served as the executive directors’ liaison to the NASBA Board of Directors. Sweeney, a member of the AICPA, is also former member of NASBA’s Legislative Support, State Board Relevance and Effectiveness, ALD and Board Effectiveness and Legislative Support Committees. Currently, he is a member of NASBA’s Legislative Support Committee.
