Tess Dunham has spent the past 20 years specializing in legal and regulatory issues related to state and federal water quality laws. Through her years of practice, she has represented agriculture, private industry and some of California's largest cities, counties and public agencies in front of state administrative agencies as well as state and federal courts at all levels.

A graduate of Boston University and McGeorge School of Law, Dunham participated in the California Agricultural Leadership Program and UC Davis' Executive Management Program. She actively represents a wide range of clients and coalitions devoted to resolving nitrate, salt and other water quality issues to promote long-term sustainability of California's water resources, and ensure the needs of farmers, private industries, and municipalities are balanced against environmental concerns.
