Former Presiding Judge of the Los Angeles Superior Court brings wide-ranging judicial leadership and international rule of law experience to mediation.

Stephen Czuleger (Ret.) has joined our panel of neutrals, where he will serve as a mediator and arbitrator handling business and commercial contract disputes, complex litigation, cross-border matters, and government and public sector disputes. Judge Czuleger spent nearly four decades on the bench, including service as Presiding Judge of the Los Angeles Superior Court, the largest trial court in the country, and brings to every mediation a practical understanding of how courts, and the people inside them, behave under pressure.
Judge Czuleger's judicial career began with an appointment to the Los Angeles Municipal Court and was elevated to the Los Angeles Superior Court, where he served terms as Assistant Supervising Judge, Assistant Presiding Judge, and eventually Presiding Judge, overseeing a court system of 600 bench officers. He also received a special assignment from the Chief Justice of California to oversee the criminal cases connected to the Orange County bankruptcy, which he resolved within a year despite significant national attention, along with a term as a Justice Pro Tem on the California Court of Appeal.
Before taking the bench, Judge Czuleger built a career in federal and state law enforcement, investigating and trying major narcotics and organized crime cases as a federal prosecutor in Los Angeles, representing the Republic of Mexico in a high-profile extradition matter, and helping the FBI establish the Los Angeles Joint Terrorist Task Force. As a Special Attorney with the Organized Crime Strike Force in San Francisco, he supervised multi-agency task forces and developed expertise in Chinese organized crime that took him to Hong Kong.

Judge Czuleger has also brought his experience abroad, receiving two Fulbright Specialist grants to teach at the University of Tirana Law School and the Albanian School of Magistrates, where he trained judges, prosecutors, and law students and advised government officials on rule of law and anti-corruption reform. His recognitions include the William Rea Judicial Award from the Los Angeles Chapter of the American Board of Trial Advocates and the Alfred J. McCourtney Memorial Award as Trial Judge of the Year from the Consumer Attorneys Association of Los Angeles.
Judge Czuleger earned his Juris Doctor from Loyola Law School, Los Angeles, and his Bachelor of Science in Political Science from the University of Santa Clara.
