VANCOUVER, British Columbia, May 22, 2019 /PRNewswire-PRWeb/ -- Specialty Technical Publishers (STP) and Specialty Technical Consultants (STC) announce the availability of the newly updated International Audit Protocol Consortium (IAPC) EHS audit protocol for the Russian Federation. Leading companies around the world use IAPC EHS audit protocols to understand the scope of their EHS regulatory obligations and rapidly collect, share, archive, and export audit findings in a cost effective manner. IAPC EHS audit protocols are now prepared by STC in partnership with STP and continue to focus on those national (plus, in some cases, regional or provincial) EHS requirements that have site-specific application for manufacturing operations. As a leading EHS management consulting firm with a global network of experienced EHS teaming partners, STC has indepth knowledge and technical expertise of local/regional EHS requirements.

STP and STC maintain leading-edge EHS audit protocols for more than 50 jurisdictions. The protocol
documents are written in English and are available in MS Word, Adobe Acrobat and Excel formats, as well as through STP's web-based portal or can be integrated into an existing company platform. Using the protocols' custom templates and advanced functionality features, auditors can easily track audit findings and manage data over time to improve compliance, risk management and safety performance. In addition, STP's formatting is compatible with leading risk management and sustainability platform providers.

Highlights of selected legislation covered in the newly developed protocol include:

  • "Order No. 261 of 14 June 2018 on the Reporting form for the Environmental Self-Monitoring Results" designates the form that is to be used by facilities for reporting their environmental selfmonitoring results.
  • "Order No. 3 of 9 January 2017 on the Procedure for the Submission of Environmental Fee Payment Declaration" sets out the procedure for facilities to follow when submitting their environmental fee payment declarations.
  • "Order No. 473 of 1 August 2018 on Approval of Statistical Forms for the Environment and Agriculture" adopts the yearly statistical reporting form No. 4-OS on environmental protection expenses.
  • "Order No. 498 of 15 September 2017 on the Rules for the Operation of Pollution Abatement Equipment" sets out requirements for the operation and maintenance of pollution control and abatement equipment.
  • "Decree No. 255 of 3 March 2017 (version dated 29 June 2018) on Determining Payment for Environmental Contamination (as last amended on 29 June 2018)" establishes the Environmental Pollution Fees Payment procedure and limits for pollution fees. It repealed "Government Decree No. 632 of August 28, 1992, on Determining Payment for Environmental Contamination."
  • "Decree No. 165 of 22 December 2017 (as amended 31 May 2018) on the Adoption of Hygienic Norms GN Decree No. 165 of 22 December 2017 (as amended 31 May 2018) Maximum Allowable Concentrations of Polluting Substances in the Ambient Air of Residential and Agricultural Areas" designates the Standard for maximum permissible concentrations (MPCs) of hazardous substances in populated areas, which is to be used during industrial building design and technological processes planning, as a means of ensuring air quality protection and preventing adverse health impacts. This Decree repealed and replaced "Chief Government Sanitary Doctor Decree No. 114 of May 30, 2003, on Approval of GN 2.1.6.1338-03, Maximum Permissible Concentrations (MPCs) of Hazardous Substances in Populated Areas. "
  • "Order No. 352 of 7 August 2018 on Approval of the Procedure for Assessment of Stationary Air Pollution Sources and Emissions of Harmful (Hazardous) Substances, Data Correction, Recording and Record-Keeping" becomes effective as of 26 April 2019, sets out procedures for preparing an assessment of stationary air pollution sources.
  • "Order No. 661 of 8 November 2018 on the Approval of Statistical Instruments in the Area of Air Protection" approves the statistical reporting form on air protection measures.
  • "Decree No. 1029 of 28 September 2015 on the Criteria for Assigning Facilities Having a Negative Impact on the Environment to Category I, II, III or IV" sets out criteria which are to be used by facilities and the authorities in determining to which environmental hazard category a particular facility should be assigned.
  • "Order No. 242 of 22 May 2017 on the Adoption of the Federal Waste Classification Catalogue" approves and gives effect to the Federal Waste Classification Catalogue. This Order replaced "Order No. 445 of 18 July 2014 on the Adoption of the Federal Waste Classification Catalogue. "
  • "Order No. 529 of 10 August 2017 on the Adoption of Statistical Instruments for the Monitoring of Industrial and Consumer Wastes" approves and gives effect to Form No. 2-TP (Waste).
  • "Decree No. 758 of 29 June 2018 on the Fee Rates Payable for Negative Impact on the Environment Caused by Landfilling of Class IV Solid Municipal Wastes and on Amending Certain Regulatory Instruments of the Russian Federation" sets out fee rates for the disposal of solid municipal class IV wastes.
  • "Decree No. 1039 of 31 August 2018 on Setting up Solid Waste Accumulation Areas and on Keeping the Registry of Such Areas" applies to owners of solid domestic waste accumulation areas.
  • "Direction No. 1316-r of 8 July 2015 on the Approval of Regulated Polluting Substances Subject to Environmental Requirement" provides a list of polluting substances subject to state regulation.
  • "Order No. 485 of 6 August 2018 on the Approval of the Statistical Tools for the Organisation of Statistical Monitoring/Tracking of the Number of Workers, Salaries and Working Conditions" specifies requirements for the completion of Form No.1 -Т (work conditions). It repealed and replaced "Order No. 357 of 3 August 2015 on the Approval of the Statistical Tools for the Organisation of Statistical Monitoring/Tracking of the Number of Workers, Salaries and Working Conditions and on the Activities in the Field of Education, Science and Information Technologies."
  • "Order No. 417 of 21 June 2017 on the Approval of Statistical Tools for the Monitoring of Occupational Injuries and Illnesses" approves the statistical reporting form on occupational injuries (form N-7) and the instructions on completion of this form. This Order repealed and replaced "Order No. 216 of 19 June 2013 on the Approval of Statistical Tools for the Organisation of the Federal Statistical Monitoring over Occupational Injuries, Healthcare Industry and the Natural Movement of the Population."
  • "Order No. 495 of 25 November 2016 on the Requirements for Registering Hazardous Industrial Facilities in the State Register of Hazardous Industrial Facilities, as last amended by Order No. 165 of 9 April 2018" sets out the procedure for registering a hazardous industrial facility in the State Registry of Hazardous Industrial facilities and describes how the operator must evaluate the facility and which documentation to submit for registration.
  • "Order No. 485 of 20 November 2017 on the Industrial Safety Rules for the Safe Performance of Works in Confined Spaces (Works with Gas Hazard), Hot and Repair Works" sets out safety requirements for the performance of welding, soldering and other hot works.
  • "Order No. 553n of 17 August 2018 on Adoption of Occupational Safety Rules for the Operation of Industrial Transport" sets out occupational safety rules for facilities operating auto-loaders and electric loaders, motor-cars and electric cars, cargo carts, trolleys as well as conveyers, pipelines, transporters and pneumatic transport.
  • "Order No. 644 of 30 November 2016 on the Adoption of Administrative Regulation of the Ministry of Emergency Situations on the Performance of Surveillance Functions of Compliance with Fire Safety Requirements" sets out rights and duties of fire safety inspectors during fire safety inspections of facilities.
  • "Order No. 485 of 6 August 2018 of 3 August 2015 on the Approval of the Statistical Tools for the Organisation of Statistical Monitoring/Tracking of the Number of Workers, Salaries and Working Conditions" approves the statistical reporting form that is to be completed by all facilities with harmful or hazardous working conditions.
  • "Order No. 59n of 6 February 2018 on Occupational Safety Rules for Automotive Transport Operation" sets out occupational safety requirements for drivers and vehicle repair works.
  • "Occupational Safety Rules for the Use of Certain Chemicals and Materials, adopted by Order No. 371n of 19 April 2017" regulates occupational safety when using certain hazardous substances, such alkaline, mercury, plastic processing, epoxides; carcinogenic substances, benzene; liquid nitrogen as well as the general rules for chemical handling.
  • "Order No.127n of 7 March 2018 on the Approval of Occupational Safety Rules for Painting Works" sets out occupational safety, storage and handling requirements for performing painting works, for the occupational use of paints and varnishes and for handling and storage of these materials.
