New year-over-year research finds broker interest remains strong as ICHRA, now referred to federally as a CHOICE Arrangement, gains increased national visibility.
MADISON, Wis., Sept. 10, 2026 /PRNewswire-PRWeb/ -- Total Administrative Services Corporation (TASC), the nation's largest privately held third-party employee benefits administrator, today announced the release of its latest Customer Insight Report – 2026 Broker ICHRA Survey, providing a year-over-year look at how benefits professionals view Individual Coverage Health Reimbursement Arrangements (ICHRAs) and the factors shaping their adoption.
The research comes at a pivotal time for the market. In September, the Centers for Medicare & Medicaid Services (CMS) and U.S. Small Business Administration (SBA) announced new efforts to increase awareness of CHOICE Arrangements (Custom Health Option and Individual Care Expense Arrangements), the new federal name for ICHRAs. The increased federal attention adds momentum to a market TASC's research shows is already moving beyond awareness and interest toward a greater focus on real-world implementation.

TASC's 2026 research builds on its July 2025 broker survey, allowing the company to track changes in broker attitudes as the ICHRA market continues to develop.
Key findings from the 2026 report include:
- Employer interest remains significant. Three-fourths of brokers report having at least some clients or prospects interested in ICHRA.
- Cost-effectiveness remains a compelling advantage. Nearly two-thirds of brokers responding to the question view ICHRA as more cost-effective than traditional group health insurance.
- Execution is becoming a differentiator. Brokers increasingly emphasize implementation, enrollment, compliance, payment administration, and employee support when evaluating whether an ICHRA solution will work successfully.
The findings indicate that ICHRA is moving beyond its early stage of market awareness and into a period in which real-world experience is shaping expectations. Rather than viewing ICHRA as a universal replacement for traditional group coverage, brokers are becoming more focused on identifying the employers and workforce situations where the model can provide a clear advantage.
