With H.J. Russell Co. as the company's longtime construction partner, The Proctor's development team includes Niles Bolton Associates architects, Eberly & Associates engineers, The Dragon Group sustainable consultant, Nelson Mullins LLC legal, and Aprio accounting. The development will comprise 128 residential units, including 14 affordably priced units for people making $27,000 per year, 18 units prices for people making $46,000 per year and six for-sale flex units featuring live/work opportunities for people in the historically Black neighborhood of English Avenue.
The affordability provisions of The Proctor have been created in consultation with neighborhood stakeholders and Invest Atlanta, and will remain affordably priced for 20 years.
The Proctor location is bounded by Donald Lee Hollowell Parkway, Oliver Street, Wheeler Street and Lindsay Street, this location is in keeping with Windsor Steven's long-term commitment to transit-oriented development, just 1/3 mile from MARTA's Bankhead Station, one block from the Westside BeltLine and 1/3 mile from Quarry Yards.
The City of Atlanta has granted a variance for The Proctor that will allow the construction of a building 84 feet tall. This height will incorporate designs for studios, one-bedroom and two-bedroom units, as well as the flex spaces and 15,000 square feet of nonresidential space spread through eight stories.
Rod Mullice, managing partner of Windsor Stevens, said The Proctor continues the company's vision for sustainable construction, community engagement, and long-term value. He is particularly committed to the role the flex spaces can play in offering community residents new opportunities for small business development.
"We at Windsor Stevens believe strongly that entrepreneurship is a powerful weapon in closing the wealth gap in Atlanta," he said. "The Proctor is designed to provide the kind of affordable investments that will give neighborhood residents a stake in the growth of the Westside."
Mullice also noted The Proctor's convenience to the Georgia Tech campus, which will offer students, faculty and staff the convenient, high-tech lifestyle options Windsor Stevens' properties are known for. Units will range in size from 580 square feet to 1,100 square feet. Amenities will include a fitness center as well as a rooftop terrace with a pool.
Windsor Stevens is striving to achieve net zero carbon emissions in all its developments. Continuing its commitment to the principles of sustainability, community engagement, and technological innovation – which Windsor Stevens terms "the Connected Lifestyle" – the company is proud to bring its vision to Atlanta's Westside.
