Novogradac Expands Affordable Housing Expertise with Addition of Subject Matter Expert
Mark Shelburne Returns to Novogradac's Consulting Practice
SAN FRANCISCO, July 22, 2019 /PRNewswire-PRWeb/ -- Novogradac, a national accounting and consulting firm, welcomes Mark Shelburne back as a housing policy consultant to provide additional expertise to the organization's slate of experts in affordable housing, community development, historic preservation and renewable energy. Shelburne will be based in Raleigh, N.C., but will work nationally.

"Mark is a national thought leader on the low-income housing tax credit (LIHTC), including allocation policy, IRS compliance and income averaging implementation, and these skills are an asset that will serve our clients well."
Shelburne previously served as director of the Office of Housing Finance and Development at the Georgia Department of Community Affairs, counsel and policy coordinator at the North Carolina Housing Finance Agency and as a housing policy consultant for Novogradac. In these three capacities, Shelburne has revised 22 qualified allocation plans, testified before Congress, provided resources to create more than 25,000 affordable rental homes, and led work resulting in four national awards. He also previously served as in-house counsel for a regional equity syndicator. At Novogradac, he will consult with state agencies, local governments, equity providers, lenders, attorneys and developers on topics including allocation, compliance, HOME, revitalization, supportive housing and tax-exempt bonds.
